Yes, it follows a scientific approach
Yes, with some adaptations

Task 2 needs more examples – could look like a tutorial (word & online)

All steps follow logical and sequential approach

Who will use it, in which context?
Good for internal use, for quality management
Teachers will need time/support
How to determine timeframe of the evaluation?
Collecting and analysing data is the most challenging part
Identification of the core indicators, criteria for evaluating group performance are challenging
What to do with the results?  Policy makers say data produced will help decision making
Evaluation needs time, resources, expertise – but worth the investment
