29. Some Interim Conclusions
Russian Business Advisory Service Programme: The education reform should be implemented in accordance with the desires of minority students, their parents & individual minority schools, depending on their degree of readiness.
The integration process will be long; not possible to speed up by compulsory measures in the area of education.
 Ludmila Azarova: ‘Latvians: tolerant; criticises reform’s opponents & Russian press for ‘psychological terror & defamation’.
