2 Origination of IBAS Program
10 United State Code 2508 Secretary of Defense established “Industrial Base Fund”. Control of fund: Under Secretary of Defense for Acquisition, Technology, and Logistics (AT&L), acting through the Deputy Assistant Secretary of Defense for Manufacturing and Industrial Base Policy (DASD(MIBP)). Use of Fund: Monitor and Assess Industrial Base (IB). Address critical issues relating to urgent operational needs. Support efforts to expand the IB. Address supply chain vulnerabilities. Science, Technology, Engineering, and Mathematics Workforce skillsets.

5 IBAS Mission Address critical issues relating to urgent operational needs. Support IB expansion. Support the National Defense Strategy by maintaining or improving the health of critical and fragile IB capabilities that are at risk of being lost, but are needed presently or have verified future requirements. Avoid reconstitution costs when affordable. Preserve design teams with the critical skills necessary for technological superiority. Support expansion and competition of reliable sources.

7 FY 2017 IBAS FUNDING OPPORTUNITY ANNOUNCEMENT
The FY 2017 IBAS Funding Opportunity Announcement (FOA) can be found using the following link: Additionally, starting March 14, 2015, other IBAS funding opportunities different from the grant FOA will be available through the Defense Ordnance Technology Consortium (DOTC). At that time, instructions for accessing the DOTC initiatives will be provided on the IBAS Program website, (Must be a member of the DOTC to participate.)
