3 Political Background The reduction of emissions is one of the main pillars of the 2011 White Paper on transport Defining and monitoring quantitative targets related to transport and environment is a central preoccupation of Policy DGs Transport modelling is now closely linked to modelling of energy and environment. There is a need to produce coherent transport, energy, and emissions data for attributing emissions at the most disaggregated transport activity.

4 Current situation on emissions from Rail
According to the IPCC methodology, emissions from Railways arise from the combustion of liquid and solid fuels. Diesel locomotives generally use diesel engines in combination with an alternator or generator to produce the electricity required to power their traction motors. Railways have a very small share of 'direct' emissions to the total GHG emitted (0.14% in 2011). Transport policy is also interested in the 'direct' and 'indirect' emissions of the transport sector to assess the effects of modal shift and the environmental impact of each transport mode.

7 Emissions from transport
Project priorities Road Aviation Maritime Rail Inland waterways The project focused on emissions from road, aviation and maritime statistics was launched last year. A new project on emissions from rail and inland waterways will start this year.

8 Project objectives Obtain a broader overview of the availability of transport statistics at national and international level. Develop methodologies for calculating CO2 emissions from disaggregated transport activity data currently available, or may be available in the near future. In particular for rail, the development of methods for attributing emissions to the electricity used for rail transport could be an option for estimating the emissions of this mode of transport.

9 Actions envisaged for Rail emissions
Make an inventory and analysis of detailed complementary rail transport information and methods used for calculating CO2 emissions. Develop a method for calculating emissions from rail. Make an evaluation of what additional information would be required to monitor political objectives related to transport.

10 Project implementation and timing
The project comprises of two separate tasks : Rail - 50% of resources Inland Waterways - 50% of resources Timing: January 2014 – December 2014 Financial framework: 2013 Eurostat framework programme for developing statistical methodology

11 Collaboration with Member States and DGs
The collaboration of the Member States may be required. MS will be informed on progress and findings in the relevant Working Group meeting and the next CGST. Policy DGs (DG MOVE, DG CLIMA and DG ENERGY) will be consulted on follow-up actions and synergies.
