Three strategic areas of activity Structures for internationalisation Create structures that promote internationalisation so that higher education institutions can improve the quality of research and instruction and address the challenges of the future with strong partners. so that more people can cross borders and achieve success in study and research. so that German remains an important language of culture and scholarship. so that higher education institutions may contribute to development and build bridges to surmount conflicts. Scholarships for the Best Grant scholarships to the best so that the professionals and leaders of tomorrow can gain qualifications at the best locations, prepare for positions of responsibility and cultivate contacts throughout the world. Expertise for academic collaboration Offer expertise for academic collaboration so that academic and political leaders are able to make well-informed policy decisions. Scholarships for the best: for all levels of higher education – from students to retired professors, for workshops up to multiple-year PhD-Programmes Structures for Internationalisation: Creating structures for higher education in Germany and throughout the world: support for internationalisation strategies, integrating study programmes into international cooperation, promoting virtual learning to reach new target groups, enhance university-marketing activities, strengthen measures of life-long-learning, increasing the success of international students in Germany and vice-verca, etc. Expertise for Academic Collaboration: Enable institutions in education, science and culture to make informed, strategic decision. Offer comprehensive professionald regional expertise on academic systems and collaborations in higher education <click>

5 Strengthening the labour market-oriented approach of universities by a new cooperation programme: why? There is a need for improving graduate employability International cooperation programmes can contribute: Improving the curriculum at partner universities; Conducting capacity building (management, teachers); Fostering university-industry linkages; Encouraging entrepreneurship. Good and bad practices can be shared with various partners

Some key questions to ask: Has quality been sacrificed for quantity? Do graduates come with the right set of „soft skills?“ How does academia and the world of business interact? Is there enough differentiation within the higher education systems?

Reform processes to strengthen the structures for labour market orientation are being implemented at African partner universities; (Further) developed academic programmes and/or accompanying (academic) courses offered in labour market-relevant subjects are made available; Development-related networks are established between participating universities and business partners.

Call for partnerships: A German university with at least 2 universities in the target country (Kenya/Tunisia); Matchmaking workshop in Kenya in February 2018; Application deadline: 9 March 2018; Selection of partnerships in April 2018; First major activity in each project: a needs self-assessment using the HEInnovate approach. Gerne auch mehr als zwei kenianische Hochschulen. Konsortium deutscher Hochschulen gerne gesehen. HEInnovate verpflichtend!

Based on the self-assessment: Prioritisation of thematic areas and development of „Institutional Action Plans (IAP)“ Implementation of IAP through capacity building measures: Trainings, Job-Shadowing, Experts, Seminars Accompanying measures managed by DAAD (national/regional dialogues, liaison with EU/OECD) Erläuterung IAP: Projektplan mit milestones, gemeinsam abgearbeitet, Hochschulleitung muss involviert sein. P32 plant Vernetzung zu unterstützen der Projekte verschiedener Länder untereinander (Kenia mit Ghana z.B.) mit Workshop/Konferenz gegen Ende der Laufzeit (Vision, wenn realisierbar).

Time frame of activities: Second Cohort targeting Ghana and Morocco Call for application in October 2018 Networking and sharing of practices between the projects in different countries is requested - Ghana und Marokko auch vier Jahre
