Committee on Earth Observation Satellites WG Disasters Report 2018 SIT TW Simona Zoffoli & WG Disasters Members EUMETSAT, Darmstadt, Germany 13 – 14 September 2018

2 WG disasters workplan 2018-2020 status Open action from SIT-33
Overview WG disasters workplan status Open action from SIT-33 Status of the initiatives endorsed at the last SIT- 33 No WG Disasters items for next Plenary

3 WG Disasters n.10, INGV, Naples 5-7 september 2018
More than 30 participants (8 space agencies representatives) Joint session with WGISS and others CEOS initiatives, GEO session Open session on EO value for Volcano monitoring (with Cities on Volcanoes Conference) Review on going initiatives and discussion on new ones

4 CEOS Work Plan 2018-2020 Disasters Objectives
Observations for Disasters Objectives/Deliverables: Objective/Deliverable Projected Completion Date Background Information Status DIS-10: Implementation of data coordination for the GEO-GNSL initiative Q4 2020 Potential proposals for new GSNL activities (i.e. new permanent & event Supersites) aiming at expanding the objectives of the current pilots will be assessed by the Data Coordination Team and the various pilot teams in due time. The assessment will be done by WG Disasters following the procedures endorsed by CEOS. The status of implementation of the plan, of the pilots and supersites being supported, and the coordination relating to the GSNL initiative will be reported at CEOS SIT and Plenary meetings. CEOS contribution to GEO GSNL initiative proceeds smoothly. Several agencies continue to support these sites Recommended continuation of Icelandic, Marmara, Etna and Campi Flegrei/Vesuvio Supersites. Good progresses on the Virunga Supersite

9 CEOS Work Plan 2018-2020 Disasters Objectives
Observations for Disasters Objectives/Deliverables: Objective/Deliverable Projected Completio n Date Background Information Status DIS-12: Report on survey of donors for post operation of a Recovery Observatory Q4 2018 WGDisasters will develop a survey of initial results of the Recovery Observatory from the perspective of institutional donors, and include outlooks on possible inclusion of additional hazards and the sustainability of Recovery Observatory activities for onwards. The findings of this survey will be presented in a lessons learned report in 2018 to enable timely consideration by CEOS Agencies. Progress in Haiti with growing stakeholder engagement and positive feedback. New partners: NOAA (vector- borne disease contribution) and EC (Copernicus EMS). Discussion on a global, “generic” RO on going with GFDRR/UNOSAT/UNDP Report postponed to Q2 2019 DIS-15: Support for GEO- DARMA identification of major hazards and DRR issues for each selected region Q2 2018 GEO-DARMA will seek independent identification of disaster risk management priorities at regional level by authoritative regional institutions in line with the priorities from the Sendai Framework for Disaster Risk Reduction This task will require the active support of major stakeholders in the field of disaster risk management at global, regional and national levels in order to implement a series of pilot projects. Regional assessment completed for Asia and Africa, while still on going for LAC. Planned closure for Q

10 CEOS Work Plan 2018-2020 Disasters Objectives
Observations for Disasters Objectives/Deliverables: Objective/Deliverable Projected Completion Date Background Information Status DIS-16: Report on Landslide Pilot and follow-on actions. Q4 2019 A report will be prepared to summarize the learnings from the landslide pilot, and to recommend pathways forward. Activities proceed smoothly and in agreement with the schedule. DIS-17: Demonstrators Implementation Plan Q2 2018 Follow on actions from seismic hazards, volcanoes and flood pilots Completed. Follow-on activities have been prepared for seismic, volcano and flood pilots. Seismic hazard and volcanoes demonstrators have been endorsed at SIT-33.

11 Addressing action SIT-33-03
WGDisasters and VNSC WGDisasters, VNSC, SEO, and CSIRO to discuss how to align the activities with the CEOS Data Cube efforts (led by the CEOS SEO) in preparation for a potential expansion of the first GEO-DARMA flood pilot to include the Lower Mekong. SIT TW 2018 After SIT-33 WG disasters chair promoted the starting of exchange of information between GEODARMA secretary and CSIRO (A. Held) CSIRO shared summary of Vietnam Data Cube activities CSIRO (A. Held, M. Paget) attended WG Disasters meeting n.10 by telcon and presented CEOS Open Data Cube and Vietnam Data Cube Plan to set up a telecon between CSIRO and ADPC lead Peeranan Towashiraporn leading the GEODARMA Mekong Flood project in Myanmar Awareness on Vietnam data cube initiative will be useful in elaborating the extension of the GEODARMA project to other Mekong areas.

12 Data provision for the new initiatives
3 new initiatives endorsed at SIT-33: Volcano Demonstrator Seismic Hazard Demonstrator GEODARMA Mekong Flood Project on Myanmar Data request plans for the 3 initiatives presented and discussed at WG Disaster meeting n.9, presented at SIT-33 and consolidated at WG Disasters n.10 GEODARMA project: agreed data provision from ASI and CNES. Volcano demonstrator: agreed data provision from ASI, CNES and DLR. Access to ALOS-2 JAXA data through ALOS PIs. Seismic hazard demonstrator: agreed data provision from ASI and CNES. DLR support is under discussion. Access to ALOS-2 JAXA data through ALOS PIs.
