3 Future Vision Plan Goals
• Simplify programs and processes • Focus Rotarian service efforts • Support global and local efforts • Increase sense of ownership at the district and club levels • Enhance Rotary’s public image Since 2005 the Foundation has been engaged in getting feedback from Rotarians worldwide in the development of the Future Vision Plan. The goals of the plan are to… Simplify programs and processes…to help streamline the grant process, reduce cycle times and operational costs Focus Rotarian service efforts to increase global impact….to have the same kind of impact we’ve had with polio in areas like water and sanitation, maternal and child health and basic education and literacy Support global and local efforts…to support clubs and districts in all the communities they serve Increase a sense of ownership at the district and club levels…and give clubs and districts easier access to the Foundation Enhance Rotary’s public image….to demonstrate the impact we have as an organization, which will attract more donors and volunteers to our efforts The Future Vision plan will help us achieve these goals. But to know if our strategy will work, it is necessary to test the plan. The 3-year pilot which began on 1 July 2010 includes participation from 100 of 530 Rotary districts. During the pilot, the Foundation will be working to evaluate the plan and make adjustments as necessary before full world launch in

Disease prevention and treatment Water and sanitation Maternal and child health Basic education and literacy Economic and community development The Trustees of The Rotary Foundation have identified six areas of focus for the new grant structure. These areas reflect critical humanitarian issues and needs that Rotarians are already addressing worldwide. They will align Rotary with other international development efforts and will strategically further the Foundation's mission. Each of the areas has specific goals associated with the area. The Trustees have committed to these areas of focus for at least nine years. In fact, the Trustees are encouraging nonpilot clubs and districts to focus their current Foundation program activity in these six areas even before the Future Vision Plan is launched to the entire Rotary world.

5 New Grant Model Rotary Foundation Global Grants District Grants
To simplify the grant-making process, the new grant model offers only two types of grants: Rotary Foundation Global Grants and Rotary Foundation Districts Grants. The new grant model of the Future Vision Plan optimizes contributions to our Foundation by helping clubs and districts use Foundation funds for greater impact, greater flexibility, and greater sustainability.

• Sustainable outcomes • Alignment with areas of focus • World Fund match • Two options: club- and district-developed and packaged Rotary Foundation Global Grants fund projects and activities that are sustainable and measurable and relate to the goals of the areas of focus. In order to support these goals, global grants provide larger awards for projects and activities with a minimum World Fund award of $15,000, resulting in a total project cost of US$30,000 and above. Clubs and districts may develop their own global grant projects or they can choose from a menu of packaged global grants that the Foundation is developing in conjunction with its strategic partners. Since global grants include a World Fund match they are a flexible and economical option for scholarships. In addition, clubs can partner together to develop holistic projects that incorporate humanitarian and educational activities in the same grant, again, as long as it relates to the areas of focus.

7 District Grants Educational and humanitarian activities consistent with the mission Single “block” grant awarded annually Smaller activities and projects Fund both local or international activities Local decision making with broad guidelines Rotary Foundation District Grants support the overall mission of The Rotary Foundation, but do not necessarily tie to the six areas of focus, thereby allowing a broad range of choices for clubs and districts. The district can apply annually for one District Grant – a “block grant” so to speak – for up to 50% of its available District Designated Funds for that Rotary Year - after reviewing requests from its Rotarians and clubs. The district then issues the money and reports to its clubs how all the funds were utilized. The Foundation itself requires very minimal reporting, thanks to the advance planning done by clubs and districts before the funds are requested. This enables districts to close out their grants quickly. District grants are intended to support smaller activities and projects both locally and internationally.

8 Cycle Time Comparison Submission Approval Payment Closure
As mentioned earlier, one of the main goals of the Future Vision Plan is to simplify the grant making process—for example, by shortening the time it takes to submit a grant request, have it approved, receive payment and report to the foundation to close the grant. The Future Vision Committee conducted a comparative analysis of the time it took the 100 pilot districts to complete their District Simplified Grant cycle compared to the new district grant cycle. It took pilot districts from 8 to 58 months to submit and close a District Simplified Grant. By comparison, the range for district grants was from 4 to 11 months. You also see the average time pilot districts completed the cycle for a District Simplified Grant was 20 months compared with only 7 months for district grants. The reduction in cycle time is largely the result of having to provide fewer reporting details to the Foundation on each individual project and by submitting some of this information in a spending plan the year prior to receiving the grant funds. This planning process is critical in streamlining districts grants, but is also provides more flexibility in disbursing and reporting on the funds. It is still too early to draw conclusions as only 21 pilot districts had closed district grants by June 2011, but preliminary results indicate the district grants process and cycle time is significantly improved when directly compared to District Simplified Grants.

• Use webinars and resource materials • Develop relationship with pilot district • Build district Rotary Foundation committee • Stay updated on grant reporting • Start planning for grant management training and qualification During the pilot, there are many things nonpilot districts can do to prepare for the transition in 2013. The Trustees are encouraging all clubs and districts, pilot and nonpilot, to focus their current Foundation program activity in the six areas of focus even before the new grant model is launched for the entire Rotary world. In fact, many districts are already doing this. Nonpilot districts can take full advantage of training opportunities, webinars and resource materials that have been developed to educate Rotarians about Future Vision which are available on the website. The very latest information is also ed monthly to Rotarians who subscribe on the website to Future Vision News. Consider developing a relationship with a pilot district to share experiences. Ask your regional Rotary Foundation coordinator to connect you with pilot districts. Begin building your district Rotary Foundation committee. District Rotary Foundation committee chairs for should be named by 1 July Try to appoint district Rotary Foundation subcommittee chairs earlier as well so they have time to learn about the new Rotary Foundation grants. Once your club or district has completed a grant project, be sure to report on it promptly. Clubs and districts cannot apply for global or district grants until they have reported on current grant projects. So it is important to stay up to date. Learn about the grant management training and qualification requirements so that your club and district can be prepared to implement them.

10 Training Plan 2012-13 – GETS/Rotary institutes

Clubs and districts will receive training on the new grant model at GETS, Rotary institutes, the 2013 International Assembly, PETS, district assemblies and grant management seminars. Training manuals will be fully integrated to provide all clubs and districts with information about the new grant model.
