3 SBSTA-21 (Buenos Aires, December 2004):
1. Mandates SBSTA-21 (Buenos Aires, December 2004): Requested the secretariat to develop a prototype interface in 2005, using the most aggregated and disaggregated UNFCCC GHG inventory information (subject to the availability of resources) – Secretariat’s activities supported by regular budget: receipt and management of GHG data submissions (2005–2006–2007) complete redesign of the GHG database and data import procedures (2006) update of the existing GHG web page by COP 11 (2005) and COP 12 (2006) – Additional funding provided by one Party (Australia) in 2005 – Secretariat’s activities supported by supplementary funding: development of a prototype interface in 2005–2006 presentation of the prototype interface at SBSTA-24 (May 2006) design of main features for the “real” new interface (2006) 18 February 2019

Mandates (cont’d) SBSTA-24 (Bonn, May 2006): Requested the secretariat to present the data interface to Parties by the end of 2006, with a view to making it fully operational before the SBs-26 (May 2007) Invited Parties to provide views on the data interface by 23 February 2007, subject to the data interface being presented by the secretariat by the end of 2006 This presentation = presentation of the main design features of the new data interface to enable Parties to provide views by 23 February 2007 Finalizing the data interface requirements on the basis of Parties’ views is a prerequisite for an efficient implementation of the interface 18 February 2019

GHG web page – current Address: Key sections: information on data sources (+ links to latest documents) frequently asked questions pre-defined queries (= main entry point for access to data) Approach to data selection and support data are provided through pre-defined queries (= standard tables) pre-defined queries cover: GHG totals, data by sector, data by gas data for both Annex I and non-Annex I Parties (as available) the information is updated once a year, normally before the COP 18 February 2019

Queries are pre-defined (a set of Excel-type tables) Very limited visual presentation of data No ability to display information for one Party only No “search” function Emission data only (no activity/background data) No access to detailed data (only sectoral totals are provided, except for the energy sector for Annex I Parties where sub-sectors, such as transport, are also covered) 18 February 2019

11 3. Main features of the suggested new design
Two sets of GHG data to be provided: ‘old’ queries = pre-defined Excel-type tables with the latest available GHG data (i.e., the current “pre-defined” queries are to be retained) ‘new’ set of queries = access to a user-defined subset of the UNFCCC GHG database New data queries = four modes to access GHG data: GHG data profile for a selected Party (highly aggregated data) summary GHG data (as in CRF summary table 2) detailed GHG data (more detailed by category and gas) flexible (drill-down) queries (maximum detail in a user-defined presentation) Select/search functions and enhanced visual presentation for all modes The modes correspond to the expected expertise/interest of the user: different modes reflect different ‘user scenarios’ different modes target different user needs and user’s expertise from a) to d), the complexity (and the need for user’s expertise) increase 18 February 2019

27 5. Questions and unresolved issues
Is everything in the suggested new design acceptable to Parties? Need to delete something? Is something missing? Need to add something? In particular: Should the interface cover GHG emissions only or also activity data and implied emission factors (IEFs) are needed? Should the interface provide access to any external (non-UNFCCC) data (population, GDP…)? Should the interface provide any GHG-related indicators, like GHG/GDP ratios? Should the interface display, in addition to GHG inventory data, also data on GHG emission projections (as presented in national communications) Level of effort and resource implications (see next slide) 18 February 2019

Next steps (for 2007) Option 1 = without additional funding in 2007: Test/implement by 1 May (by SBs-26): mode a): GHG data profile for selected Party or Parties (Annex I only) Option 2 = with additional funding in 2007: Implement option 1 Include the feedback from SBSTA-26 into design specifications Complete design specifications by 1 July 2007 Test/implement by 1 December (by COP 13), for both Annex I and non-Annex I mode b): summary GHG data (as in CRF summary table 2) mode c): detailed GHG data (more detailed by category) Option 3 = with more additional funding in 2007: Implement option 2 Test/implement by 1 December (by COP 13 ), for both Annex I and non-Annex I mode d): flexible (drill-down) queries 18 February 2019
