2 Let’s see what they’re saying…
(OMG! It’s our third president, Thomas Jefferson talking to Napoleon!) Let’s see what they’re saying…

3 Yo, Napoleon! You’re telling me I can buy this land from you for 15 million dollars?
Holy #$%&! That’s 3 CENTS for an acre! That’s SUCH a deal!

5 PROS OF LOUSIANA PURCHASE CONS OF LOUISIANA PURCHASE
-access to Mississippi River for trade -expand land—westward expansion -it got France out of North America. - He would be called a loose constructionist -Congress didn’t agree with the deal -Jefferson showed that he his a federalist in a way , which he was against.

6 OMG. Jefferson is BUGGIN OUT! What’s he thinking?
“I’m the president and the constitution doesn’t give me permission to spend the country’s money on new land. I promised the people I wouldn’t do anything I wasn’t allowed to do…”

7 Jefferson’s Promises as President
“As I begin this challenging job, let me explain what I think the basic ideas of our government are: equal justice for all men, no matter what your political beliefs are or what your religion is; peace, trade and honest friendships with all nations, but permanent alliances with no nations, but support for state governments in all their rights—they are the best defense against government becoming too powerful; commitment to follow the decision of the majority; keeping disciplined army; spending of as little government money as necessary; honest payments for our debts encouraging farming and trade; freedom of religion, the press, and trial by jury. These are the ideas that will bring us through this time of revolution.”

8 The Elastic Clause Wait! There’s a part of the constitution I can use as a way to justify spending this money. I AM doing this for THE PEOPLE if I BEND the rules a little… “To make all laws which shall be necessary and proper for carrying into execution the powers [of] this Constitution in the government of the United States.”

9 Discussion Is it ‘necessary and proper’ to buy this land?
