Some considerations
The CB is composed of very busy people (directors etc.): rather offload the CB from executive tasks!
Do not impose unnecessary/damaging restrictions (such as a global publication policy)!
Integrate the already agreed user requirement committees!
Keep the makers of Geant4 at the heart of the collaboration!
Keep a proper balance between the interests of the different user communities
