Vision Development of Defence and Dual use Technologies
ABOUT THE PROGRAMMME Technology Development Fund (TDF) Scheme has been established to promote Self- Reliance in Defence Technology as part of Make-in-India Initiative. Vision Development of Defence and Dual use Technologies To create an eco-system for enhancing cutting edge technology capability by inculcating R&D culture in Industry for building indigenous state-of-art systems for defence applications.

Tri-Services, DDP and DRDO.
ABOUT THE PROGRAMMME The focus will be on the development of technologies that will form the kernel of components/ assemblies, which will be in turn be used to develop defence equipment systems/sub-stems/platforms The scheme will be limited to development of technologies or prototype of product having potential use for the Services. It is a programme of MoD (Ministry of Defence) executed by DRDO meeting the requirements of Tri-Services, DDP and DRDO. To Utilize the emerging dynamism of the Indian industry Leveraging domestic capabilities Reducing large import component of material at both the system and sub-system levels. Growth of the Indian defence industry

SCOPE OF THE PROJECTS TO BE FUNDED
A Products having potential use for the Tri-Services Components / assemblies whose technologies doesn’t exist with the Indian industry and /or need ; Significant improvement /Up-gradation B Further developments in existing products / process / application Upgrades in terms of reduced material consumption C Improved functioning, improved quality etc. resulting in overall cost reduction. Technology readiness level up-gradation from TRL-3 onwards to realization of products as per Tri-Services requirements. D Development of futuristic technologies / innovative products having defence application or dual use technology

Who can apply for TDF projects ?
The Industry has to be owned and controlled by Indian Citizen. Industry with Excess of 49% foreign investment will not be considered Public Limited Company, Private Limited Company, Partnership firms, Limited Liability Partnership, One Person Company, Sole proprietorship registered as per applicable Act.

How to apply for TDF projects ?

Methodology for selection and award of projects
Inputs from SHQs (ARMY,NAVY, AIRFORCE) Defence Production, DRDO for their requirement Conducting feasibility study involving all stake-holders, through Global Innovation Technology Alliance(GITA) Formulation of Project Monitoring and Mentoring Group (PMMG) for framing TPR/PDD and Evaluation of EoI/ DPR Launch of Project on website for seeking EoI Short listing of DAs by PMMG/ Technical Committee and Issue of PDD for seeking DPR Evaluation of DPR by PMMG and report submission to Technical Committee and approval Project Awarded To DA(s) Submission of evaluation report to Empowered Committee for financial approval award of projects to selected DAs Accord of AoN Monitoring and Mentoring of Project By PMMG Signing of agreement with DAs Directorate TDF is responsible for executing/monitoring of all the activities and to own the TDF projects

Criteria of evaluation for Development Agency
Development agency will be evaluated under following four broad categories: Design Capability ( 60) Proposed configuration & Approach to meet functionalities Indigenous design capability Infrastructure Fabrication and Manufacturing Capability ( 25) Indigenous manufacturing capability (plant and machinery) Maintainability & Life Cycle Support ( 8) Methodology for life cycle support Commercial Criteria (7) Nature of the Company Net profit Turnover Generally two agencies pursuing different approaches will be selected. Leading to capability and capacity building through competition.

Pattern of Assistance ( Funding)
Project cost not exceeding INR 10 Crore. up to 90% of the project cost in general up to 100% on case to case basis. Project Cost Ceiling Assistance by way of ‘Grants in aid’ through reimbursement based on milestones or advance against bank guarantee. Mode of Payment Work with academia or research institutions restricted to 40% of the total efforts required. Share of R&D / Academic Institution shall be funded to the extent of 100%. R&D Collaboration Typically projects will not exceed a development period of two years. Time

Intellectual Property Rights of Government in TDF- Projects
Successful development under TDF scheme would result in the Development Agency (ies) jointly owning the IPR along with DRDO

Engage Start-ups and individual innovators to carry out R&D development which has good potential for future adoption for Indian defence and aerospace needs Scheme aimed at creation of an ecosystem to foster innovation and technology development in Defence and Aerospace The objective of the Scheme is to unearth unexplored ideas and concepts in technologies identified by DRDO for enhancing defence capabilities.

Process of Award under the scheme
Perspective Planning Invitation of Proposal from Individual and Start-ups Evaluation of proposal and approval of Apex Committee (Individual , Start-ups) Successful Applicant will be awarded Rs 1.5 Lakh ( Individual) or Rs 2.5 Lakh (Strat-ups) Subsequent assistance to carry out further Research & Development

Modus Operandi for Award to Innovators
Evaluation of proposal and approval of Apex Committee Domain Expert Committee will evaluate the proposals in three category The award money for Innovators will be upto 1.5 Lakh Apex Committee will approve the proposal on the basis of recommendations submitted by DEC Review of progress and release of subsequent assistance The awardees need to take their present work to next stage within six months of the award Domain Expert Committee will review the progress Apex Committee will approve the quantum and periodicity of the release of assistance on the basis of recommendation of DEC submission a formal project proposal under TDF Scheme After successful outcome of the progress reviews , successful Individual innovators* will be assisted in forming a Business Entity Business Entity created by Individual Innovators will be asked to submit a formal project proposal under Technology Development Fund Scheme
