1 Task Force Household Budget Survey Innovative tools and sources
Defining an Inventory of Tools and Sources Luxembourg, December 2017 12/12/2017 – Jeanne RENAUD, Maria MICELI, Eniel NINKA SOGETI LUXEMBOURG

2 Outline of the presentation
Overview on TUS Ongoing activities in TUS research TF-TUS Action Plan The inventory of tools: - work in progress Structure of the inventory The questionnaire

3 Ongoing activities in TUS research
There are considerable differences among MS some MS have concrete projects and tools for data collection that are in testing or production phase; some MS are in the initial phase of modernizing data collection for survey completion; Other MS have budget constraints that prevent them from engaging in modernization initiatives It is very important to share experiences, knowledge and eventually tested tools at ESS level TF members explained IF and WHAT modernisation activities for Time-Use data collection are planned or ongoing, focussing on their own experiences, identifying potential variables and sources for innovation.

4 Ongoing activities in TUS research cont
Some promising projects in TUS data collection modernization STAT (AT): Mobile device TUS diary prototype VUB (BE): MOTUS mobile app registering daily behavior HCSO (HU): Web diary and related modules All these examples are already very well advanced and are either already put in production or available in test. These tools are a good input for the discussion on developing shareable solutions on ESS level as has been asked by several Member States.

5 TF-TUS Action Plan The TF TUS developed an action plan, which contains a list of agreed actions to work on in the TF during the upcoming period. TF members & Eurostat discussed initial inputs; A draft of AP was shared on the TF-TUS Yammer platform; TF members provided feedback and written comments on the proposal; Eurostat collected the contributions and updated the Action Plan accordingly; It drafted a final document that summarizes all the contributions.

6 TF-TUS Action Plan cont
a) To structure the knowledge about “tools” being used and/or in development (inventory of tools). b) Define which parts of the survey is possible to fill using other data sources than current manual diary. c) Describe alternatives to the paper diary, without losing “ease of use” for large public including older age categories. ACTION 2 Create process description / architectural overview / information model for new collection of data (for the completion of the survey). ACTION 3 Based on the set up inventory and identified tools, choose a candidate to be made ESS ready and specification of a prototype. ACTION 4 To define a calendar for the short term ( ) and define further steps until 2025.

10 Work in progress for the inventory of tools
Structure of the inventory Document: “Tools Inventory Information Needs” Version: 0.5.1 Last updated: December, Available on: Yammer: TF-TUS The questionnaire Document: “Inventory Tools and Sources - TUS” Document: “Inventory Tools and Sources - HBS” Version: 0.1.4 Last updated: December, Available on: EU Survey platform

11 The questionnaire Introduction PART 1 Experience with household budget research PART 2 Identification of tools PART 3 Description of the tool

12 The questionnaire PART 4 Further qualities of the tool PART 5 Modernizing the household budget data collection PART 6 Pilot study PART 7 Any other business

13 The questionnaire Introduction Scope of the research
Confidentiality aspects PART 1 Experience with household budget research Number of HBS organised up to now Plans/organisation for the next HBS Registration mode CAPI, CATI, CAWI Recording and reference period Recording unit Distinction for expenditure category Devices used

14 The questionnaire PART 2 - Identification of tools
Main filtering question, if institutions are or not developing a tool. 2.1 Name, ownership, development phase Version of development Composition team of developers Ownership of intellectual property Information and documentation available (articles, guidelines, app stores)

15 The questionnaire PART 3 - Description of the tool
3.1 Software architecture Web/mobile applications Programming language 3.2 Security/privacy Password, communication, data storage security Privacy and reference to current regulations

16 The questionnaire 3.3 Functionalities applications
Browser, screen sizes, operating systems User Interface, battery usage, loading time 3.4 Functionalities management website Download information, export database, metadata 3.5 External sources Type of information captured, linked databases

17 The questionnaire PART 4 - Further qualities of the tool 4.1 Validity
4.2 Accessibility 4.3 Usability Maybe too advanced at this stage? 4.4 Business goals 4.5 Assistance/help desk 4.6 Feedback to the respondent

18 The questionnaire PART 5 - Modernizing the household budget data collection 5.1 Sampling 5.2 Invitation & assistance Role of interviewers in the future Training required 5.3 Research design 5.4 Parameters in an online diary 5.5 Input via external sources 5.6 Other qualities of the tool PART 6 Pilot study

19 The questionnaire: Background document
List of Concepts - glossary During the presentations and discussions in TF-TUS it turned out that the vocabulary used sometimes was interpreted differently; different meanings were used and understood for the same words which make it necessary to define a glossary. Eurostat proposed to work on a first version of this glossary and to add it as a side-product of the tools inventory. This glossary should support an easier understanding of terminology used from the start.

20 Open Questions Is it a good idea to ask about methodological details that might be otherwise extracted from HBS reports (e.g. collection mode used, recording period…)? Any comments on the division made of the most advanced questions to PART 2? (e.g. issues on usability, details on OCR,…?)

21 Open Questions At what stage should we address the importance of selecting expenditure categories through a combination as: a. A pre-defined activity list [with input through] - Classified in 3 (or 2) levels - Including detailed activities and attached codes b. A combination of - Selection, and - Search [and the possibility to] * Typing * Speech recognition c. Specify other activities in an open box through * Speech recognition
