4. Grants Management Section
Partners with EPA Program Offices in providing federal assistance to grantees
Works in an administrative capacity with grantees to ensure compliance with federal grant requirements
Provides technical assistance to grantees throughout the grants management cycle— application, award, management and closeout

Goal - strengthen relationships with tribes and prevent audit findings and non-compliance:
Conduct 6 on-site visits by the end of June 2019
Implement proactive engagements with tribal recipients
Provide training, outreach, and technical assistance
Grant Training: Establish a GMO tribal liaison that proactively works with program offices to conduct joint outreach, provide grants training at quarterly RTOC meetings and the Annual Tribal Conference
Grant Outreach (includes reviewing grant award including Terms and Conditions, requirements and expectations, payment info, and common audit review findings to avoid)
Initial Criteria for on-site visit:
- Tribes requesting an on-site visit and/or a conference call to go over Grant Outreach (includes reviewing grant award including Terms and Conditions, requirements and expectations, payment info, and common audit review findings to avoid)
- New recipients or new staff
- Recommendations from the Tribal Program Office

7. Quality Assurance Section
Works with Tribes on quality assurance (QA) plans to ensure that monitoring data used to make decisions are credible and defensible.
98 Tribes have QA plans for Water monitoring
27 Tribes have QA plans for Air monitoring
Tribal Superfund, Brownfields, Pesticide and Underground Storage Tank Programs also work with the Quality Assurance Section

8. Region 9 Laboratory
Provides field and analytical services for Tribal projects and drinking water laboratory certification for Tribal laboratories.
Examples of work with tribes:
Bioassessment training to Dine college students at Cove Wash
Drinking water lead testing for Tribal schools and Head Start facilities
Harmful Algal Bloom (HAB) monitoring for Klamath River (Yurok, Karuk, Hoopa Tribes) and Clear Lake (Elem Indian Colony)
Indoor dust wipe analysis for Navajo Birth Cohort Study
Field sample collection and laboratory sample analysis for Navajo Discharging Wells
Sample analysis for Susanville Rancheria Targeted Brownfield Assessment
