2 Oceana County Road Commission (OCRC) In Partnership with the White River Watershed Task Force

3 Road Commission personnel are wise to become educated about the damage caused to hydrologic ecosystems by storm water runoff, sedimentation, stream and road bank blow-outs, roadway undermining and collapse, all as a result of undersized culvert design and installation.

4 During high-water events, a culvert acts like a rifle barrel and the water moving through it becomes the bullet. Because of this, engineers should be proactive in thinking about the system as a whole, and go “bottomless” when designing road crossing replacements.

5 Streams and rivers are roads and highways for aquatic and non-aquatic life.
“Bottomless” and “right-sized” crossings maintain connectivity, allowing fish and wildlife to move freely and seek out resources necessary for survival.

Since 2011, the OCRC, in partnership with the WRWTF, has removed 16 culverts at nine (9) “Natural River” crossings, with $1,194,313 in grant funding. Two (2) additional high-profile removals are scheduled for 2014.
