2 Texas Early College High School
By blending high school and college coursework, ECHS gives students, particularly historically underserved and at-risk students the opportunity to earn up to two years of college credit (60 hours), tuition-free, while earning a high school diploma. The Texas Education Agency (TEA) launched the initiative to increase the college readiness of students across Texas by providing rigorous instruction and coursework as well as academic and social support. Early College High School provides students with highly personalized attention and encourages lasting relationships with teachers and classmates. The experience creates a college-like culture that encourages students to continue their higher education journey.

3 The Early College High School Blueprint
Benchmarks are made up of: Design Elements – All designated ECHSs are required to meet all of the design elements for each benchmark annually. Outcome-Based Measures (OBMs) in Domains 1,4,5 – All designated ECHSs are required to meet OBMs on data indicators related to access, achievement, and attainment.

5 Benchmark 1: Target Population
The Early College High School shall serve, or include plans to scale up to serve, students in grades 9 through 12, and shall target and enroll students who are at risk of dropping out of school as defined by the Public Education Information Management System (PEIMS) and who might not otherwise go to college.

Design Elements (page 8): 4-year crosswalk detailing how a student will meet high school and EPCC graduation and how high school and EPCC course align Student support Social and emotional support Academic Support Enrichment Opportunities Individual instructional support plans based on data

Outcomes-Based Measures (page 10): Provisional Early College – Must meet college English, college Math, and 15 college credit targets Early College – Must meet targets on at least five attainment data indicators Distinguished Early College – Must meet targets on at least six attainment data indicators.

Design Elements (page 11): Provide a TSI assessment to accepted students as early as possible. TSI Plan to include prep classes and interventions for those who do not pass. ECHS must be a testing site ECHS provides a bridge program to strengthen necessary skills to prepare students for TSI.

Outcomes-Based Measures (page 12): Provisional Early College – Must meet at least three TSI targets. Early College – Must meet at least four achievement data indicators. Distinguished Early College – Must meet at least five achievement data indicators

Design Elements (page 13): ECHS location ECHS staff – director, EPCC liaison, credentialed staff, counseling staff ECHS students should be cohorted for core classes Annual PD plan to include mentoring program and EPCC observations
