3. 1. ICT Development in Viet Nam: Overview
5 fixed telecom operators & 6 mobile operators
131 millions mobile subscribers, 142 mobile telephone/ 100 inhabitants
8.8 millions fixed subscribers, 10 fixed telephone/ 100 inhabitants
Internet users: total of 31.2 million (35.5 % population).
7 computers per 100 inhabitants.

Operational supervision
In Vietnam, MOST is responsible for issue all Vietnam standards. MOST is a member of ISO/IEC organization. VNSQI in charge of operation, support and approve the plan of standards development from others ministries.
MIC is in charge of technical regulation as well as standard in the field of ICT and is a member of ITU, APT organization. Department of science and technologies (DST) make ICT Standardization strategy with contribution from other governmental bodies and submit it to minister. After the strategy is approved, DST will turn it into a standardization plan with specific standard. This department also act as supervisor of R&D project for developing draft standard and National Technical regulation.
Department of International Cooperation is a contact point for ITU, APT and responds to all ITU, APT mater
Vietnam Telecommucation Authority and The Authority of Radio Frequency management are responsible to ensure the effective application of mandatory standards

9. Process of Drafting ICT Standards/Regulations
MIC setting standardization policies, strategies and plans
MIC Raising standardization issues and then signing contracts with research institutes and relevant agencies to draft technical standards/regulation
MIC promulgating mandatory technical regulations, funding standardization activities
Standards/Regulations being drafted on the basis of and referred to international standards and recommendations by famous standard organizations (ITU, ETSI, ISO/IEC ....)

10. Process of Issuing Technical Standards
In VN, process to develop a Technical standard is an open process and all manufacturer, telecom operator, academic organizations are encouraged to participate in. However, our standards and national technical regulations are usually drafted by post and telecommunication institute of some big telecom operators in the market. MIC is responsible on selecting, reviewing draft standard to develop a national standard. Department of science and technologies holds some technical meetings for discussion and consultation about draft standard before post it in MIC website for public hearing. After examination of the comments, the finalized draft standard is submitted to MOST for issue. MOST hold it own national standardization review committee to verify the quality of the finalized draft before issue.

A similar process is applied for developing a national technical regulations. Any interested parties could submit draft regulation and MIC is responsible on selecting, reviewing these drafts. Department of science and technologies holds some technical meetings for discussion and consultation about draft regulation before post it in MIC website for public hearing. After examination of the comments by the technical committee the finalized draft standard is submitted to minister for issue. This procedure took one year and the duration for public hearing required at less 2 months.

12. Standardization Challenges and Difficulties
No designated independent standardization development body
Lack/rare of public participation in the standardization process in reality
Lack of guideline and experience on holding a standardization forum where standards from different operators can be discussed and combined before submitting to regulator for issuing technical regulation
Capacity of laboratories in Vietnam have not meet requirements for measurements.

Conducting consultancy projects to support developing countries in the development of standardization plans, strategies, policies
Developing a set of guidelines on how to apply ITU-T Recommendations in the process of drafting and issuing standards, with particular emphasis on Recs having regulatory and policy implications
Compiling and maintaining a database containing information on new technologies that are standardized, as well as products that are compliant with ITU-T Recommendations.
Assist developing countries in developing means to align their national industrial and innovation strategies towards the goal of achieving highest impact on their socio-economic ecosystems
Provide free online access to the manuals, handbooks, directives and other ITU material related to understanding and implementation of ITU‑T Recommendations, particularly in the area of planning, operation and maintenance of telecommunications networks
