In 2013, County of Santa Cruz received grants to study the CCE model for the Monterey Bay Region. Planning and Development Advisory Committee comprised of 21 local governments and several regional agencies met for nearly two years to assess program feasiblity.  Technical study was completed in 2016 and showed MBCP could offer cleaner power at lower rates.  First quarter of 2017, the three counties and 16 cities passed local ordinances to join MBCP and authorize CCE in their communities.  In March 2017, the Joint Powers Authority (JPA) officially formed.
