Overview Directorate of Industries and Commerce Kashmir:
Is the Nodal Agency for development of industrial sector in Kashmir Division with a view to promote investment/ trade and create employment opportunities. Implements policies formulated by the State/ Centre for creation of industrial ecosystem that attracts substantial investment in MSME and Large Scale Industries Sectors to give boost to the economic growth of the State. Registers Partnership Firms and Societies.

SALIENT FEATURES oF Industrial Policy 2016
State Government vide Order No. 58-Ind of 2016 dated introduced new Industrial Policy for the State effective from upto 31st of March, 2026, which Aims to promote and develop Micro, Small, Medium and Large industries in electronics/ IT/ ITES (Information Technology Enabled Services)/ Hitech, Biotech, Food processing, Leather, Pharmaceuticals and other environmentally sustainable industries for employment generation and higher contribution of industrial sector to the Gross State Domestic Product (GSDP). Aims to increase the share of manufacturing, servicing and trade sectors by attracting an investment of Rs.2000 crore per annum in the industrial sector. Envisages creation of land bank of 20,000 Kanal for providing well developed Industrial plots to the prospective entrepreneurs. Aims to curb the menace of growing unemployment in the State by creating direct and indirect employment opportunities for persons per annum in the Sector. Furthers ease of doing business by simplification of procedures and delegation of powers to General Managers at District level. Provides attractive incentives under Central / State package of incentives. Promotes introduction of latest technologies in the Industrial sector by encouraging Research and Development in Industrial application. Encourages Green/ Eco friendly industries.

Package of Incentives under State Industrial Policy 2016
The Package includes: 30-40% Capital Investment Subsidy on Plant and Machinery, 3-5% Interest Subsidy on Working Capital loan, 100% Subsidy on purchase of new DG Sets/ Solar/ Wind generators/ hybrid solar wind systems, 100% Subsidy on purchase of QC & Testing Equipment, 100% Subsidy on preparation of Project Report. 60% Subsidy on Pollution Control Equipment, 15% Price Preference to local SSI Units in Govt. Purchases, 50% subsidy on installation of equipment for Green & Environment protection like rain water harvesting, recycling of waste water and Solid waste management, 25% subsidy on automation/ software/ hardware/ business process re- engineering/ IT/ online pollution control devices, 30% subsidy for obtaining ISI, BIS, FPO, AGMARK, ECOMARK certificates etc, Exemption from payment of Toll tax, GST, Court Fee, Stamp Duty, CST etc.

Central Package of Industrial Incentives
A Special Package of Industrial Incentives was announced for our State by the Ministry of Commerce & Industry, GoI on for a period of 10 years, which expired on The Special Package was extended by the GoI to the State (as J&K Package II) for a further period of 5 years w.e.f (up to ). The Package includes: Central Capital Investment Subsidy Scheme, Central Interest Subsidy Scheme, Central Comprehensive Insurance Scheme, and The subsidy is available to the industries in identified notified areas (21 in Kashmir Division) and to some specified Thrust Industries (18) outside such notified areas. J&K Development Finance Corporation (JKDFC) acts as the Nodal Agency for disbursement of Subsidy for the State.

PM’s Employment Generation Programme (PMEGP)
PMEGP is a credit linked online scheme for providing sustainable employment to the youth through setting up of micro enterprises in rural as well as in urban areas launched by Govt. of India during The Scheme is implemented through KVIC and State KVIBs in Rural areas and through DICs in Urban and as well as in Rural areas. The government subsidy is provided by KVIC directly into the account of the beneficiary (DBT). However, earlier the subsidy was routed through the designated nodal banks and the procedure stands amended by M/o MSME GoI w.e.f Individuals (above 18 years of age), Self Help Groups, Institutions registered under Societies Registration Act, Production Cooperative Societies, and Charitable Trusts are eligible for taking benefit under the scheme. Maximum cost of the project/ unit admissible under the scheme in manufacturing sector is Rs lakh and in business/ service sector is Rs lakh. Only new units are considered for sanction under the scheme. The subsidy under the scheme ranges from 15% to 35%. The beneficiary contribution required is 5% to 10%. The balance amount of the project cost is provided by the banks as term loan and working capital. W.e.f , all the manual application procedures have been dispensed with and the M/o MSME GoI has developed an e Portal viz kviconline.gov.in for applying online for availing benefits under the scheme.

Cross-LOC Trade Continued…

Cross-LOC Trade Cross-LoC trade was started on as a confidence building measure between India and Pakistan through two crossing points in J&K, including one from Salamabad Uri in Kashmir valley. The Directorate of Industries and Commerce Kashmir looks after and manages the Cross-LOC Trade in the valley through Uri. For facilitating the trade, a Trade Facilitation Centre (TFC) has been set up at Salamabad Uri and an officer of KAS Cadre has been posted there as Custodian to look after day to day affairs of the trade. Initially, the trade was allowed only two days a week. However, since , the trade days have been extended to 04 days a week i.e. Tuesday, Wednesday, Thursday and Friday. During the first year of trade only 50 traders participated, but with the passage of time, the number has now gone up to 650. Over the years there has increasing trend both in number of consignments and quantum of exports and imports. For developing further infrastructure at TFC, a project for an amount of Rs crore has been completed through J&K SIDCO.
