Scale of 1-5: Vacant and Abandoned properties as a result of a mortgage foreclosure are slightly more prevalent (3.8 ranking) than absentee landlord/investor owned properties (3.1 ranking)
23% of respondents have a vacant properties registry.

Definition of vacant property:
43.7% said they use the International Building Codes definition of a nuisance or vacant/abandoned property.
11% said they use Baltimore City’s definition
4% have a certification process to certify a vacant and abandoned property

Tools to Eliminate Vacant and Abandoned Properties: Revising the Land Bank law to allow jurisdictions to create Land Banks, tax sale reforms, conversations about the Foreclosed Property Registry, and more.
