1 Day 5 Session 1 What is the key information for fisheries managers, how do we interpret it?

2 Review of objectives for this week?
The OFPs stock assessment “learning” program has been structured around delivering understanding regarding 5 key questions: What are stock assessment models and what are they used for? (PURPOSE) How does a stock assessment model work? (MECHANICS) How can we determine if it is a “good” model or assessment? (CRITICAL APPRAISAL) What is the key information for fisheries management and how do I interpret it? What are the potential implications of the assessment for the region and my country? In this workshop, we have so far focused on questions 1 and 2. Question 3 is quite technical and will be a major component of next years workshop. Today, we are going to provide an introductory look at questions 4 and 5.

3 Todays objective Todays sessions aim to assist you in learning how to identify, extract and interpret key information from stock assessment papers that will enable you to provide relevant and concise summaries and advice relating to: Fishery impacts Stock status (health); Country level implications arising from stock assessment results and management options analyses. Todays sessions aim to provide you a “guide”.

We will use the 2010 Bigeye SA as an example as; It has been peer-reviewed at SC-6 You have all been exposed to the 2010 BET assessment at SC6 and other fora All WCPO countries capture bigeye tuna A new assessment is due at SC7 this August – This session will help prepare you for understanding that assessment

To pull out the key management outputs we need to firstly identify what the key management questions are (regarding resource status): How is the fishery impacting the stock? (CAUSE) What is the current condition of the stock? (STATUS) What needs to be done, in response, in order to meet MSY based management objectives? (MANAGEMENT OPTIONS)

As the scientific advisors to your department, you need to understand the answers to these questions in some detail. However, in presenting the information to your superiors, you need to present that information in a manner easily understood. The level of technical detail provided to them will depend on your audience, but it is critical that in simplifying your advice (if required) that the accuracy of your statements to answer those three questions is not compromised!

So….to answer these three questions, which key information/outputs from the assessments do we need to focus on? Well firstly, before pulling that information out, make sure you have a good understanding or picture of the fishery. That can be quickly attained by pulling out 3 key pieces of information pertaining to: 1. Where are the fish? 2. Where are the catches taken and by what gears? 3. How many fisheries are there?

This question can be subdivided: Where are the major impacts (which regions)? Which fisheries/gears are having the highest impacts in each region and overall? Which components (age classes) of the stock are being impacted upon the most? Has recruitment been impacted?

Plot 1 – Catch by gear and region Most (~75%) in regions 3 and 4 [tropical, subtropical WCPO] Different history to region 3; late start to PS Recent catches historically high; Strong among-year variability (why?) Much lower catches in other regions

Plot 2 – Impacts on spawning biomass by region and gear. [Different y-axes] Highest in region 3 > 85% High in all other regions (60-80%) But low biomass in regions 1,5,6 Impacts of some method fisheries are not restricted to the region in which they occur (Why…fish move!)

Plot 3 – Movements of regional recruits to other regions This explains why catches by a fishery in one region can impact biomass in another region…. …fisheries can catch fish that might otherwise have moved into an adjacent region. Current tagging programme will hopefully help improve these movement estimates

Plot 4a – Proportional Reductions in Biomass by region Different levels in different regions The least decline is apparent in region 2 History also different e.g. Regions 3 has the largest decline

Region 2 – Decline not due to fishing predominantly Regions 3 & 4 – Suggests population would have increased substantially in the absence of fishing ** Region 5 and 6 – Biomass would be similar in absence of fishing Discuss the problem with recruitment estimation in the current assesssment – caution on this.

Plot 1 - Size of fish caught by gear (from TFAR*) Age at start of maturity Females 50% mature at 102cm (2 yrs) (Farley et al 2006) at ~ 3+ years of age Biological factors: significant catches both pre- and post- maturity

Plot 2 - Fishing mortality at age by decade How has fishing mortality at age changed over time? Why? Increasing F in older age classes 50s-80s (expansion of LL fishery) Increasing F in young age classes from 80s onwards (PS ASS, PH/ID fishery expansion) F highest in the last decade

Plot 3 – Adult and juvenile fishing mortality by year What is happening to exploitation rates (overall)? Why? Adult; juveniles Increased rapidly in juveniles in recent years, currently higher F than for adults (*run 3d)

Plot 1 – Estimated recruitment by region Regionally within model Region 1~ 1 mill. (3%) Region 2~ 2 mill. (6%) Region 3~ 20 mill (62%) Region 4~ 8 mill (25%) Region 5~ 0.5 mill. (2%) Region 6~ 0.5 mill. (2%) Recruitment declines in R2 and R5 and increases in R3 and R4 – why? Currently under investigation....stay tuned!

24 Has recruitment been impacted by fishing?
Plot 2 – Stock recruitment relationship and quarterly estimates of recruitment. High steepness (…??) High variability around mean (recruitment could be high or low for a given spawning biomass (SB)) Why? Recent SBs are relatively low Some extremely high recruitments estimated in recent years (increasing R trend apparent in prev. Plot) Suggests no impact of fishing on recruitment ** However, there is significant doubt over model estimates of R.

25 Summary of Fishery Impact Observations
Overall fishery impacts on adult biomass are high, with adult biomass ~15% of unexploited level Impacts are largely attributed to the longline fishery – but significant impacts due to PS associated sets fishery and ID/PH fisheries. Fisheries are impacting both juvenile and adult components of the stock. Reductions in biomass due to fishing are high throughout the stock area, but of most impact upon stock biomass in the tropical/subtropical regions. Some uncertainty over current recruitment estimates – real or artefact of the model?

In reality there are 3 questions worth considering at this point: What action, if any, is required to achieve sustainability objectives? Has action already been taken? Is that action likely to ensure the management objectives are met, or is further management action required? With respect to your fishery and country, what are the implications for your fishery if management action is not taken? If it has been taken but is not successful? If it has been taken and is successful?

33 Are measures required to ensure sustainability objectives are met?
SC-6 Conclusions The base model indicates that overfishing is occurring for the WCPO bigeye tuna stock but the stock is not in an overfished state. SC-6 recommendation: A minimum 29% reduction in fishing mortality from average levels is required to maintain the bigeye stock at levels capable of producing MSY. SC6 reiterated that the intended 30% reduction in fishing mortality intended under the current Conservation and Management Measure is extremely unlikely to be achieved by that measure.

34 Summary This presentation has hopefully provided a useful guide for how you might go about summarising and extracting the key information of relevance to fisheries managers from the WCPFC tuna stock assessment papers. The key elements are plots relating to: Fishery structure and catches Fishing impacts (mortality and biomass impacts) Stock status (and uncertainty around that) And then a summary of any management advice and recommendations from the Scientific Committee to the WCPFC. Discussion – If you were asked to give a 5 slide presentation on stock status, which plots would you choose?
