Most transcription factors dissociate from chromatin during mitosis. In contrast, cohesin is retained on mitotic chromosomes at sites of transcription factor clustering. In this speculative model, cohesin maintains an open chromatin configuration to facilitate reloading of transcription factors during entry into the G1 phase of the cell cycle.
