Introduce WB policies & procedures for environmental and social protection : Focus on OP 4.01 (EA) and OP 4.12 (Involuntary Resettlement)
Guidance on meeting OP requirements when investments are not defined (and risks and mitigation measures can’t be assessed) prior to project approval/appraisal:

3. World Bank perspective:
Approval of Env. Framework, Resettlement Policy Framework meets Due Diligence requirement for the Project at Appraisal stage.
Use of EF and RPF DOES NOT eliminate requirement for Sub-project (site specific) EA/EMP and RAP, but DOES:
DEFER preparation and approval of sub-project EA/EMP and RAP to later time (during implementation)
DELEGATE responsibility for approval of sub-project EA/EMP and RAP (from WB Board to WB Management/Staff; from WB to Implementing Agency (partially or fully)
ESTABLISH agreed rules and procedures to be followed in preparing, approving, implementing, monitoring sub-project EA/EMP and RAP
