4 CG Expenditure – Health
Reasons for slow expenditure on the Forensic Pathology Services Grant are the following: Infrastructure: 5 contracts currently under construction. 4 of the 5 projects completion dates have been extended. The latest practical completion date has been extended to 21 July 2008. This is due to the loss of construction days due to inclement weather (recorded and documented rain days). Preliminary request for rollover of R7,8m has been submitted to NT

5 Local Government and Housing – CG Expenditure as at 31 March 2008
The underspending on the Integrated housing and human settlement development grant of R72,6m is on the N2-Gateway Project. Contributing issues include: The invasion of 1609 houses at Delft Symphony Precincts 4 & 6. The continuing court case preventing the development of Phase 3, Joe Slovo. Preliminary rollover request has been submitted to the National Treasury.

6 Infrastructure Grant to Provinces: Expenditure as at 31 March 2008
Original budget of R411,844 million increased by R45,311 million from roll-over funds (mainly from unspent funds for roads) from the previous financial year to R457,155 million in the Adjustments Estimate. All departments, notably Education, augmented spending on the IGP from their provincial equitable share allocation.

7 CG Expenditure – Agriculture
The under spend on the Agricultural Disaster Management Grant of R2,9m is due to the extensive process of consultation with farmers and communities. Through telephonic enquiries to farmers invoices are still expected to be submitted to the field offices of the Agriculture Department.. Preliminary rollover request has been submitted to the National Treasury.

8 CG Expenditure – Cultural Affairs and Sport
Underspending on the Mass sport and recreation participation grant includes the late invoice of R280,000 for the purchasing of a vehicle (VW Kombi). A request for rollover has been submitted to the NT.

10 Monitoring Provincial Expenditure
Continuous engagements with departments in a cooperative manner to jointly seek solutions and prevent fiscal dumping, the practical implications of which is contained in this presentation; Quarterly reports to Top Management, Cabinet and Legislature; Frequent interaction with departments on spending performance and general issues as highlighted by monthly IYM’s; Quarterly narrative reports to AO’s and CFO’s; Specific provincial initiatives to ameliorate the March spike; CFO intergovernmental forums.
