1 Expert Group on Reporting under the Nature Directives 22/03/2012
1) How target 1 was built 2) Target 1 interpretation 3) Relation with Target 3 Carlos Romão

2 Feasibility calculation i)
Calculations carried out by EEA and ETC/BD Assumption: some parameters will potentially improve quicker than others if adequate conservation measures and management are taken: Species: habitat area, population and future prospects Habitats: future prospects, structure & functions Range unlikely to change significantly over 10 years.

3 Feasibility calculation ii)
Cases where the overall assessment could be improved by only changing one or two parameter to the better were considered more likely than those which would need several parameters to change. The analysis used 2240 assessments for species and 701 assessments for habitats at biogeographical level.

4 Feasibility calculation iii)
Number of species and habitats assessments All FV assessments in will remain FV in Some U1 will become FV Some U2 will become U1 Some Population / Area of unfavourable features will improve = number of assessments where those parameters had a positive trend

5 TARGET 1: FULLY IMPLEMENT THE BIRDS AND HABITATS DIRECTIVES
100% more habitat assessments and 50% more species assessments under the Habitats Directive show a favourable or improved conservation status; and 50% more species assessments under the Birds Directive show a secure or improved status

6 So what does target 1 really mean? i)
For birds: 80% of bird species assessments are either secure or improving by 2020 (now 52% secure) For other species: 26% of conservation status assessments (EU-biogeographical level) are favourable or show evidence of improvement by 2020 (now 17% favourable)

7 So what does target 1 really mean? ii)
For habitats: 34% of conservation status assessments (EU-biogeographical level) are favourable or show evidence of improvement by 2020 (now 17% favourable)

8 TARGET 3 – Agriculture, Forests (extract linked to conservation status)
… and to bring about a MEASURABLE IMPROVEMENT in the conservation status of species and habitats that depend on or are affected by Agriculture Forestry Measurable improvement = to be measured against the quantified enhanced targets for the conservation status of species and habitats of EU interest in Target 1
