One of Governor Wolf’s priorities is Stakeholder Engagement. OCDEL has invited and spent hours engaging with stakeholders on numerous topics and have found that there is still uncertainty as to who OCDEL is. OCDEL made the decision that when we were asked to speak large to large groups of people, that we would be sure to share the structure.

Note that the names of the bureaus listed here are different than they were when announcement was issued. This is simply a name change and does not void the announcement. What is significant about this announcement and the inclusion announcement we will address later is that they were issued by all four of the bureaus that directly interact with programs and families in ways beyond funding.

Make it clear that supporting children and families is a collaborative effort among all of these state supported entities. Create an activity item for them to search for the role of each of these entities within the announcement. The ELRC will not be listed by name because they did not yet exist when the announcement was issued. Point out that they are part of state professional development entities.

All entities are responsive OCDEL business partners
OCDEL is responsible for the oversight and management of all three business partners. In the current system there was often confusion that the PA Key was responsible for the management of the Regional Keys.

10. This time, the hyperlink is to the page of programs and phone numbers for the ELRCs. If EI programs don’t hear from their local ELRC about collaboration, please reach out to them. You will need to reach out to your local ELRC to find out where they may have a more local satellite (mini-ELRC) and/or co-location (within an existing service program.)

Agencies that provide Shared Services access goods and services that early learning settings need and enable the programs to purchase them at a lower cost than would typically be available to smaller programs on their own. The four programs at the top of this slide, Learning Lamp, Midwestern IU 4, Trying Together, and Northwest Institute of Research have received grants to start or enhance their Shared Services offerings.
PennAEYC leads Shared Source Pennsylvania which is PA’s provider of the online Knowledge Hub (as of September 2018). Early Childhood Innovative Connections, the Philadelphia early Learning Alliance and Brightside Academy are other Shared Services organization in PA that are part of the national Opportunities Exchange which supports the development of Shared Services organizations nationwide.
