John did well with the first two passages.
(Beginning First-Grade and Pre-Primer 2)
He had a 93% on the Primer passage with 39 wpm.
We considered his rate of 39 to be close enough to the expected rate, so we concluded that his “gray area” level was at the Primer level.
He was very quiet, soft spoken and did not seem to have much confidence in his reading.
