2 These are your representatives for Arts Education at the NC Department of Public Instruction. Please do not hesitate to contact us if we may answer questions or be of assistance to you in implementing arts education programs in Nc public schools.

3 S66 Vision for Arts Education
In today’s globally competitive world, innovative thinking and creativity are essential for all school children. High quality, standards-based instruction in the arts develops these skills and effectively engages, retains, and prepares future-ready students for graduation and success in an entrepreneurial economy. Dance, music, theatre arts, and visual arts, taught by licensed arts educators and integrated throughout the curriculum, are critical to North Carolina’s 21st century education. This is the Vision for Arts Education, as developed by the 2010 S66 Comprehensive Arts Education Task Force members. “In today’s globally competitive world, innovative thinking and creativity are essential for all school children. High quality, standards-based instruction in the arts develops these skills and effectively engages, retains, and prepares future-ready students for graduation and success in an entrepreneurial economy. Dance, music, theatre arts, and visual arts, taught by licensed arts educators and integrated throughout the curriculum, are critical to North Carolina’s 21st century education.” The Task Force had extensive discussion regarding why the arts were critical to preparing globally competitive, future-ready students who will be successful in school and in life. They also discussed how arts education should occur (taught by licensed arts educators AND integrated throughout the curriculum) in NC schools.

11 Every Student Succeeds Act (ESSA)
Reauthorizes the Elementary and Secondary Education Act (ESEA) and replaces the No Child Left Behind (NCLB). “Well-rounded education” replaces “core academic subjects.” Arts and music are included under the definition of a “well-rounded” curriculum. 12 Analysis of Student Work
Eliminated by legislative action (Session Law Section 7.23E.(a)) beginning with the school year. No plans to replace at this time NC General Statute: The Analysis of Student Work Process to assess growth for Advanced Placement, Arts Education, Healthful Living, International Baccalaureate, and World Language courses has been eliminated by legislative action (Session Law Section 7.23E.(a)) beginning with the school year. The ASW process allowed many teachers to dig more deeply into their standards, engage in more reflective teaching practices, and receive the same “validation” as other (tested) subject areas At this time, there are no plans to replace the ASW process.  Teachers who formerly participated in the ASW process or locally developed plans will not have a growth measure moving forward.  Teachers who participated in the ASW process will not receive school-level growth.

13 News to Use: State State Legislation Impacting Arts Education 7.23E Elimination of ASW ASW results to be released on October 31st ASW results will be available on the TNL tab until November 14th Direct link to image: State Legislation Impacting World Languages There are several legislative actions taken that impact World Language teachers and programs, and most of them are part of Session Law , including the following: · Section 7.15 Class Size Exemption for K-3 Dual Language/Immersion Classes Beginning in , class size requirements for kindergarten through third grade shall not apply to dual language/immersion (DL/I) classes. DL/I classes are classes in which at least one third of the students' dominant language is English, and instruction involves both English and a target foreign language with a minimum of fifty percent (50%) of core content taught in the target foreign language in order to promote dual language proficiency for all students. NCDPI collected a list of the K-3 dual language/immersion classes from each Local Education Agency (LEA) or district in order to exclude those classes from average class size reports and applications for school year to comply with Session Law District finance officers submitted this information by the end of August 2017. · Section 7.23E Eliminate Analysis of Student Work (ASW) Process for Teacher Evaluations Background The Analysis of Student Work Process was the student growth measure for teachers in Advanced Placement, Arts Education, Healthful Living, International Baccalaureate, and World Languages during the and school years. The 2017 Budget Bill S257 “ELIMINATE ANALYSIS OF STUDENT WORK PROCESS FOR TEACHER EVALUATIONS SECTION 7.23E.(a) states that “The State Board of Education shall eliminate the use of the analysis of student work process and shall prohibit use of an analysis of student work process to assess teacher performance and professional growth as part of the North Carolina Teacher Evaluation System.” Under this legislation, no state or local ASW process (even if called by another name) may be used to inform teacher evaluations as part of the NC Educator Evaluation System process. However, teachers may look at student artifacts (in individual classrooms, Professional Learning Communities, small groups, etc.) as a means of self-reflection, as they would in their daily normal instructional practices. This legislative action was formally made law on June 28, after the conclusion of the school year. ASW Results Release The Analysis of Student Work results will be released October 31st and available through November 14th. After November 14th, the results (both ratings and reviewer comments) will be removed from the system. During the school year, 4,472 teachers submitted Evidence Collections. Over 90% of the collections were reviewed. Results may be accessed by clicking the “Analysis of Student Work” tab in TNL. Thank you to the educators who participated in this process and reviewers who assisted with rating evidence collections, even when the funding stream ended to support this effort. 15 What Next? What are the next steps for supporting student growth in your classroom? While ASW has been eliminated, teachers are still concerned about ensuring that they know where there students are instructionally and helping them to grow in their artistic literacy. Think about what your next steps will be for supporting student growth in your classroom.

16 North Carolina Arts Education Essential Standards
The Standard Course of Study defines what students should know and be able to do as a result of instruction (G.S. 115C-81) Public School Law requires that NC have a Standard Course of Study for specific content areas, including arts education. The SCS defines what students should know and be able to do as a result of instruction at each level.

Systematic judgement of evidences, by a knowledgeable other, for the summative purpose of assigning a rating of quality Intentional interaction, with knowledgeable other(s), for the formative purpose of improving practice

26 Arts Education Administrator Guides: What Are they?
A K-12 Support Tool for the North Carolina Educator Evaluation System (NCEES) Standards 1-5. World Language Administrator Guides are already in use and Arts Education Administrator Guides are in the process of being created.

To create authentic, time sensitive, and informed discussions between Arts Educators and Administrators.
