Our guidance presents current good practice. As is so often the case, putting it into practice is a lot about getting the basics right. It is about getting buy-in at the right level, about developing good internal relationships and effective cross working and getting the right policies/systems in place.
In terms of the last point it is about understanding national/regional policy, understanding and optimising your LDF, and introducing appropriate supplementary guidance. Its also about establishing standard terms and ways of working so that on a day to day basis you can deal efficiently and effectively with applications as they arrive.
That’s not to say that LES doesn’t come with more specific and technical challenges.
Four of are listed here. We will be talking more about them in the afternoon session.
I’ve mentioned formulas previously. Generally potential for further work and consolidation here.
Impacts assessment is a key consideration, especially in the planning context where agreements are often hammered out through negotiation. So that outcomes tend to reflect the strength of arguments/evidence presented.
Once you start to generate significant funds via 106 agreements it is clearly important that the funds are managed carefully and deployed effectively. Good financial management and transparency is vital
Technology deployment itself is most effectively where an authority develops a coherent vision for what it wants to achieve across its local area. And so planning based initiatives are integrated with wider activities such as transport planning, fleet procurement and delivery off LAA agreements.
