OECD Establishment of international standards in various spheres Data analysis & comparison to predict future trends Forum for inter-governmental co-operation 35 member countries Since 1991, the OECD and Ukraine have been working in partnership to improve governance and economic development. Their collaboration has been strengthening ever since, especially after OECD member countries decided to respond positively to Ukraine's request to benefit from OECD's expertise, on 12 March 2014.

3 The Memorandum of Understanding for Strengthening Co-operation
A Memorandum of Understanding for Strengthening Co-operation (MoU) was signed with the Government of Ukraine in It was renewed for two additional years during the visit of Prime Minister Volodymyr Groysman to the OECD in October 2016, until October 2018

4 The Action Plan (1/2) “I am grateful for the support of the OECD and its member countries for our reform agenda and reiterate my country’s commitment to international cooperation and the adoption of best global standards for improving our policies and our people’s lives” - President Poroshenko The Action Plan for the implementation of the MoU was signed on 22 April 2015, during a visit to the OECD by President Petro Poroshenko

5 The Action Plan (2/2) Pillar I: Anti-Corruption
The Action Plan identifies priority areas for reform and is structured around 3 pillars: Pillar I: Anti-Corruption Pillar II: Governance and Rule of Law Pillar III: Investment and Business Climate Launch of the OECD Ukraine Day, a high-level consultation aimed to inform donors and to give more visibility to Ukraine’s policy challenges and reform agenda The Action Plan includes 29 reviews and projects. It identifies 28 OECD instruments to which Ukraine could request adherence and 10 OECD bodies in which it could request partnership

Pillar I: Anti-Corruption Human resources, reporting and accountability OECD Anti-Corruption Network Fiscal Policy Ukraine Anti-corruption Project and Tax Academy in Ostia: Capacity-building and training of tax officials and criminal justice professionals Business Ombudsman Council Launch of the NABU and the Asset Recovery and Management Agency of Ukraine Donor co-ordination group on anti-corruption in Ukraine Fourth Round of Monitoring Anti-corruption Report Inclusive Framework for Base Erosion and Profit Shifting Global Forum on Transparency and Exchange of Information  Roadmap for the implementation of EOIR and AEOI standards OECD-UNDP joint Tax Inspectors Without Borders Project Review of Ukraine’s tax incentives regime + new Financial Police

The OECD is helping Ukraine build stronger institutions, enhance the education system and improve public service delivery and green the economy Pillar II: Governance and Rule of Law Pillar I: Anti-Corruption Improving public service delivery OECD-EU SIGMA Programme Enhancing the education system Decentralisation Environment and green growth Assistance in the drafting of the Civil Service Law and the Law on Administrative Procedures Public Finance Management Strategy and Action Plan Baseline measurement assessment against the Principles of Public Administration Review of Integrity in Public Education Support to Ukraine’s participation in the next round of the Programme for International Student Assessment (PISA) in 2018 Supporting Decentralisation in Ukraine Project (Sept – June 2018) Economic instruments for managing environmentally harmful products Green growth indicators to support the transformation towards a green economy Improvements in the performance of water supply and sanitation services

8 The OECD and Ukraine have developed a comprehensive set of policies to enhance the investment and business climate Pillar III: Investment and Business Climate Pillar I: Anti-Corruption Investment Policy Review of Ukraine Enhancing greening in Ukraine Removing barriers to competitiveness Competition Policy Launched in September 2016 to assess Ukraine’s business environment against the Policy Framework for Investment Support to Greening Small and Medium Sized Enterprises in Ukraine Mobilising Commercial Bank Credit Lines for Green Investments "Greening Economies in the Eastern Neighbourhood” (EaP GREEN) programme 5 reports launched on 2 critical sectors: energy and agriculture Monitoring of the implementation of the 2015 recommendations to enhance the policy framework for Energy Service Companies (ESCOs) Review of the SME Development Strategy OECD Review of Competition Law and Policy in Ukraine OECD’s Competition Assessment Toolkit Guidelines For Fighting Bid Rigging
