4 Purpose To instruct local educational agency (LEA) CAASPP Coordinators and designated staff on how to use the CAASPP Individual Student Assessment Accessibility Profile (ISAAP) Tool to create the online student test settings file.

5 CAASPP Version of the ISAAP Tool
The ISAAP Tool has been enhanced for California users and is available to download from Please look for the CAASPP logo within the tool to ensure you are using the correct version.

6 About ISAAP Q: What does ISAAP stand for?
A: Individual Student Assessment Accessibility Profile (ISAAP). The ISAAP is a process and a tool developed by Smarter Balanced for use by Consortium states to support a thoughtful and systematic approach in addressing student access needs for the Smarter Balanced interim and summative tests. The ISAAP is optional but recommended.

7 About the ISAAP Process
Q: What is the ISAAP Process? A: The ISAAP Process involves the following seven steps: Select key staff members who will be involved in any of these seven steps and define their specific roles. Provide information and training to staff according to their role; provide information to parents; and provide information and training to students as appropriate. Identify students who may benefit from designated supports (including students with an IEP and Section 504 plan, English learners, and English learners with disabilities).

A: The ISAAP Process involves the following seven steps: Select the appropriate designated supports and accommodations for each student. The CAASPP ISAAP Tool can be used to match student need to available supports. Enter designated supports and accommodations into the Test Ordering and Management System (TOMS). Perform a pre-administration check of assigned access supports to verify they are correct. Check for delivery of the assigned designated supports and accommodations at the time of the test.

Q: Is the ISAAP Process required? A: No. The ISAAP Process is recommended to provide a consistent approach in ensuring all students receive the accessibility supports they need for CAASPP assessments.

10 About the ISAAP Tool Q: What is the ISAAP Tool?
A: The ISAAP Tool is an Excel workbook with specially designed formulas. The ISAAP tool can be used to: select the designated supports and accommodations that match student access needs for the Smarter Balanced assessments. produce the online student test settings file that can be uploaded to the Test Operations Management System (TOMS).

11 About the ISAAP Tool Q: Is the use of the ISAAP Tool required?
A: No. The ISAAP Tool was developed to help school and LEA staff with the selection and activation of designated supports and accommodations for the Smarter Balanced interim and summative assessments.

12 About the ISAAP Tool Q: Who should use the ISAAP Tool?
A: The ISAAP Tool can be used by any staff member(s) who is responsible for selecting student accessibility supports for the Smarter Balanced assessments and for entering the assigned accessibility supports into TOMS.

13 About the ISAAP Tool Q: What does a user of the ISAAP Tool need to know? A: The person(s) using the ISAAP Tool to select designated supports and accommodations for students should know: The student’s instructional needs The purpose and functions of the designated supports and accommodations The recommended use of the supports and accommodations per the Smarter Balanced Usability, Accessibility, and Accommodations Guideline (UAAG)

14 About the ISAAP Tool Q: Can the ISAAP Tool be used by Individualized Education Program (IEP) and Section 504 Plan teams? A: Yes. The ISAAP Tool can be used by an IEP or plan team; however the ISAAP Tool does not take the place of an IEP or Section 504 plan meeting or document.

15 About the ISAAP Tool Q: Which embedded and non-embedded designated supports and accommodations can I configure for students through the ISAAP Tool? A: All embedded and non-embedded designated supports and accommodations may be assigned through the ISAAP Tool. However, turning off a universal tool and stacked translations must be activated in the test delivery system.

17 Preparing to Use the ISAAP Tool
Q: What do I need to prepare to complete an ISAAP for my students? A: ISAAP Tool users should: Become familiar with the Smarter Balanced tests and the available designated supports and accommodations. Obtain input from students and parents about students’ needs. Provide opportunities for students to try designated supports as appropriate. Understand the recommended uses for designated supports (refer to Matrix One and the UAAG). View this tutorial! 19 Instructions Download the ISAAP Tool from the CAASPP portal at Open the tool in Excel. Note: The ISAAP Tool is accessible in Excel and above.

Instructions After enabling macros, select the [Student1] tab to begin the process. Fill in the student information on the top of the Student1 sheet. 26 Instructions In column B, select all the checkboxes that apply to the student access needs. Support for executive functioning: attention, cognition, control, and processing Support for persistent calculation disability, dyscalculia Support for reading-related disabilities, print disabilities, struggling readers Support for students needing access in language(s) of translation Support for significant motor difficulties and recent injury Support for vision impairments/blind Support for hard-of-hearing/deafness

27 Instructions In column C, select the documentation provided for the student access need. Individualized Education Program (IEP) 504 Plan Educator(s) Recommendation Note: Selecting Individual Education Program or 504 Plan will populate recommended Designated Supports and Accommodations in column D and column F.

28 Instructions To select a designated support, find the row in column D with the recommended designated support and select the corresponding cell in column E. An arrow will appear next to that cell with a list of selections to choose from.

29 Instructions To select an accommodation, find the row in column F with the recommended accommodation and select the corresponding cell in column G. An arrow will appear next to that cell with a list of selections to choose from.

30 Instructions Note: To view guidance on the recommended use of a designated support or accommodation, hover or click on the selected cell in column D or column F. A window with text describing the tool’s recommended use will appear to the right.

31 Instructions Repeat this process for additional students on the [Student2]–[Student15] worksheets. Upon completing each student worksheet, select the [Report] tab to see the comprehensive spreadsheet of all the selections from the [Student #] tabs. This sheet allows users to view all students’ accessibility profile data in a single view.
