BAL-002-2(3) is applicable to BA or RSG BAL-002-2(3) R2 requires BA or RSG to determine MSSC and CR obligation BA CRO can be determined by BA or RSG (if BA is a member of RSG) EOP is applicable to BA, RC, TOP EOP R2 requires BA to develop Operating Plan(s) to mitigate Capacity and Energy Emergencies

Single BA EEA 2 to EEA 3 BA deploys CR to meet load CR available remains above MSSC BA required to meet DCS (R1) CR available falls below MSSC BA no longer required to meet DCS (R1)

BA is part of a Reserve Sharing Group Participating BA moves EEA 2 to EEA 3 BA deploys CR to meet load RSG CR available remains above MSSC RSG required to meet DCS (R1) RSG CR available falls below MSSC RSG no longer required to meet DCS (R1)

RC Data Request from BA includes Contingency Reserve Obligation (CRO) Contingency Reserve Available (CRA) CRA >= CRO All is good CRA < CRO BA is using CR to serve load EEA 2 to EEA 3 condition RSG still meeting MSSC?

RSG contains six “zones” Each zone has an MSSC CRO is monitored to cover MSSC CRA consists of CR in zone CR deliverable from adjacent zones CRO is reallocated in zone if CRA<MSSC Reallocation of CRO continues until CRA>MSSC CRO and CRA values are supplied to RC by each BA

Each Zone is monitored Quantities monitored in real-time MSSC CRA Transmission deliverability CRO CRO in each zone must exceed MSSC Typically it is 3/3 rule for BA’s Transmission deliverability may raise CRO for zone BA’s
