Strong capacity on level of central Government for management of EU funds
Capacity of local administration for applying and later for management the EU funds on local level
Indirectly - promoting more substantial fiscal decentralization and regionalism
- encouraging local authorities to engage in international cooperation
- support for development planning initiatives
