ROC the Future Every Child…Cradle-to-Career
Launched in 2011 to use Collective Impact Framework StriveTogether Network To improve outcomes on the Cradle-to-Career Continuum One of 70 networks; 6 in New York State In fact, our closest StriveTogether community is Geneva, and is led by Amy Sellers, who I believe is here today. Amy, raise your hand?? Thank you for joining us today. Each StriveTogether network commits to using a collective impact framework to improve outcomes, cradle-to-career –
9
The StriveTogether Framework uses 4 guiding pillars:
Engage the Community around a Shared Vision: The work of the partnership is grounded in the context of the community. We engage a broad array of community voices through building awareness and information sharing; involving and mobilizing the community towards improvement; and co-developing solutions and strategies Evidenced Based Decision-Making: using data to guide decision on how and where to target strategies, as well as focusing on building equity and Eliminating Disparities using local data and context. Collaborative Action: 3. Develop a Culture of Continuous Improvement using quality practices and approaches to align our our strategies and interventions in a way that drives improvement Investment & Sustainability: 4. Leverage existing assets and align resources to maximize impact, so that partners invest in practices and solutions that work, and the an infrastructure to support it.

Cradle-to-Career Outcomes
StriveTogether Cradle-to-Career Outcomes Some of you may be familiar with this cradle to career graphic: We track and report on many measures of childhood well-being, but we focus most of our attention on the six outcomes to track academic performance and achievement – from cradle-to-career Kindergarten Readiness Early Grade Reading Middle Grade Math HS Graduation Post-Secondary Enrollment & Completion is Gateway to a productive and independent life A 7th measure is workforce engagement, and work in this area is being developed in several STRIVETOGETHER communities – we’re not there yet, but we will be soon. While we report on all of the cradle-to-career measure for our community, ROC the Future has prioritized three of these outcomes for improvement – School Readiness, Early Grade Reading & Literacy and High School Graduation. These are the outcomes that we as a community are committing our actions to drive improvement. Kindergarten Early Grade 8th Grade High School Post-Secondary Post-Secondary Readiness Reading Math Graduation Enrollment Completion

To change systems, you have to change behaviors
Systems Change Systems change is a shift in the way that individuals and organizations within a partnership make decisions and implement policies and practices to improve the cradle to career outcomes agreed on by partners. To change systems, you have to change behaviors Tell story of Parent Orientation sessions…

ROC the Future So what does Change Look Like? USING DATA!
Establishing baselines and setting targets Disaggregating data Identifying factors and strategies Purposeful alignment actions to outcomes More student & family centered Scale During our 1st 5 years we did great work and made quite a few accomplishments – which includes implementing the GROW project, improving school attendance, increasing the number of students applying for FAFSA, as well as made modest gains in 3 of our 6 outcomes (60%). Data, Data, Data! Establishing Baselines: Using and analyzing data to set targets in outcomes – this means starting with an understanding of what the current situation is, and identifying exactly what we’re hoping to improve Disaggregating data – identifying targeted approaches, or targeted subgroups needing more attention – for example, our HS grad. Rate is 57%, which represents rates as low as 40% to 90%; disaggregating the data by high schools will help us to know where to target our efforts Using research to identify the factors that are most likely to move the needle – this means making decisions based on the evidence of what will work best, under the right conditions Purposeful alignment of the strategies and action to the outcome – this means basically beginning with the end in mind and targeting actions using rapid-cycle improvement processes to continuously study how well we’re doing and making adjustments as necessary More student & family centered - Engaging the partners who work closely with students and families – moving the work from the strategy table to our partners who work more closely with children and families; the change we seek will happen mostly through them Identification of opportunities to bring successful strategies to scales In essence, we want to do BIGGER, BETTER and FASTER. Bu we must go faster TOGETHER !

Every Child is… School Ready
SCHOOL READINESS OUTCOME TEAM 55% of our 4 year olds leave UPK ready for kindergarten Increased with EPK and SummerLEAP Developmental Screenings for 3 year old Medicaid members SCHOOL READINESS OUTCOME TEAM 55% of our 4 year olds leave UPK ready for kindergarten However, this increases to 60% of children who’ve also had early pre-k, and increases to near 70% of children who’ve participated in a high quality summer learning experience such as SummerLEAP before entering kindergarten And this is especially the case for children who’ve been screened for developmental delays and received the appropriate supports, whether it’s glasses, dental care or speech therapy. So it wonderful to learn that NYS Department of Health has approved both MVP and AHP to have their 3- year-old Medicaid members comprehensively screened in all developmental areas through GROW Rochester for Monroe County, and similar discussions are now happening with Excellus for their 3 year old Medicaid members. This is a significant collective impact achievement, when we understand that 60% of all 3 year olds in Rochester are covered by Medicaid, and has the potential to double the number of children been screened, and getting the support they need. The ultimate goal is to provide comprehensive developmental screenings and needed services, but for all of Rochster’ children birth to age 8. That’s what Collective Work looks like at scale. And the School Readiness Outcome Team will share more about their work in their Breakout session.

Every Child is… Supported
EARLY GRADE LITERACY OUTCOME TEAM RCSD 3rd Grade Reading schools improved from 10% to 17% Different Assessment; New Measure Expanded Learning Opportunities EARLY GRADE LITERACY OUTCOME TEAM 17% of our 3rd Grade Students in the City School District attained proficiency on the NYS ELA this spring But this is a Different Assessment this year, so it is not an improvement of the old measure; it’s basically a “New Measure”. And we know that the NYS 3rd Grade Reading proficiency is NYS rate is 53%, and Rochester is lowest of the “Big 5 cities” But we also know that this one assessment does not tell the whole picture, and there are more ways to support student reading and success and that often that includes providing high quality summer and extended learning opportunities to ensure youth receive an appropriate balance of social-emotional, academic and health and wellness supports to succeed in school, and in life. I nyour materials today you’ve received the Elements and 7 Guiding Principles for Effective Summer Programs, which you’ll hear a little about in the Early Grade Literacy Breakout Session

Every Child is… Successful
HIGH SCHOOL GRADUATION OUTCOME TEAM 59.3% projected August High School Graduation rate Steady incremental improvement over last 3 years, but far from NYS 80% Strategy Teams: Edison Technical High School Wilson Commencement High School HIGH SCHOOL GRADUATION OUTCOME TEAM 59.3% of RCSD students graduated on time with their 9th grade cohort (projected rate for August graduations) Steady improvement over last 3 years Additional increases include more students earning credits in the 9th grade year, which is correlated to high school graduation More 8th Graders taking Regents Algebra Suspension rates have dropped in the last 2 years, going from 16.5% to 13.5% Yet, we are far from NYS High School graduation rate is 80% In January of this year, we launched the High School Graduation Outcome Team, and in September selected Edison Tech and Wilson High Schools to launch Strategy Teams to work with the school leadership, parents, students and partners to look at what can be done to improve graduation rates, which you’ll hear about if you attend that breakout session.
