1 State of play with respect to MSFD programme of measures in Spain
WG-ESA 12 th meeting Brussels, March 9 – Good afternoon to everyone. I´m gonna summarize for you today the current status of the Works for the MSFD programme of measures in Spain. Division for the Protection of the Sea. Ministry of Agriculture, Food and Environment of Spain 1

2 As you all know, in 2012 we carried out an initial assesment of the marine environmental status, and we´ve recently approved the monitoring programmes. Therefore, we are now fully involved in the development of the Programme of measures to achieve the GES status by 2020 The development of a programme of measures designed to achieve or maintain the Good Environmental Status by 2020 2

3 Drafting process of PoM SPAIN
Some research work has been done to identify existing measures. Request on information to competent authorities in Ministries and Autonomous Communities Compilation, updating and analysis of the Government and the Autonomous Regions budgets programmes which are directly related with the marine protection/conservation. A questionnaire has been sent (feb 2015) Gap analysis and proposal of new measures based on its results. CBA/CEA analysis (New measures). Analysis of the proposed exceptions. Here you can see the different steps that we´ve gone through to develop the PoM. We started by compiling available information on existing measures, and we are completing this information through questionnaires sent to involved administrations. Once this is available, we will run a Gap analysis and propose new measures based on it. Once we have the new measures, we will develop a CBA analysis. 3

4 COMPILATION, UPDATING AND ANALYSIS OF MARINE BUDGET PROGRAMMES OF THE GOVERNMENT AND AUTONOMOUS REGIONS 1 2 As mentioned, the first step was to compile existing information. To do so, we´ve checked all the publicly available information on Marine environment Budget programmes from the competent administrations. Finally, all this information has been gathered on a database. 3 4 4

108 Autonomous Regions budget programmes 125 budget programmes in total During our research, we´ve identified 125 Budget programmes, 17 of them from the national administration and 108 from regional administrations. 5

With all this information, we´ve developed a database where we´ve compiled all these Budget programmes and we´ve run an analysis of how they´ve evolved during the last 5 years. 8

I´m going to share next the results obtained for the Noratlántica region, and after, the link we´ve stablished between the Budget programmes, MSFD Descriptors and KTM´s. 9

We´ve been able to conclude that each regional administration has different priorities and targets, that of course affect how they distribute the investment. As you can see here, each of them can affect up to 9 different descriptors. 14

26. Measures to reduce physical loss of seabed habitats in marine waters. 27. Measures to reduce physical damage in marine waters. 28. Measures to reduce inputs of energy, including underwater noise, to the marine environment. 29. Measures to reduce litter in the marine environment. 30. Measures to reduce interferences with hydrological processes in the marine environment. 31. Measures to reduce contamination by hazardous substances and the systematic and/or intentional release of substances in the marine environment from sea-based or air-based sources. 32. Measures to reduce sea-based accidental pollution. 33. Measures to reduce nutrient and organic matter inputs to the marine environment from sea-based or air-based sources. 34. Measures to reduce the introduction and spread of non-indigenous species in the marine environment and for their control. 35. Measures to reduce biological disturbances in the marine environment from the extraction of species, including incidental non-target catches. 36. Measures to reduce other types of biological disturbance, including death, injury, disturbance, translocation of native marine species, the introduction of microbial pathogens and the introduction of genetically-modified individuals of marine species. 18 Request on additional information
However, due to the lack of specific information to stablish that relationship, we developed different questionnaires for the national and regional administrations involved. We sent them during this February with the objective of validating the previously existing data, plus completing the information regarding the specific measures that are being implemented. 18

Some of the questions included were: if the chosen active programmes are linked to the marine strategy if the costs of this budget could be detailed which specific actions are determined to cover the marine strategy targets if the current measures are enough the evaluation of each KTM considering the budgetary programmes and the verification of the programmes linked to each descriptor Brussels, 9-10 March 2015 20 Programmes of Measures
