2 Priority Setting Methodology
Utilizing four data sources, the Planning Council will prioritize services for Fiscal Year (March 1st, 2018-February 28th, 2019) Data Sources: 2017 In Care Needs Assessment 2015 Rapid Needs Assessment 2016 Pathways to Care for Newly Diagnosed and Returned to Care 2016 Service Utilization Planning Council will “weight” each data source based on relevance (sample size, date of study, etc) Based on Planning Council weighting, service categories will be prioritized in a stack rank

3 Resource Allocation Methodology
All service categories, except Outpatient Ambulatory Health Services (OAHS) and Medical Case Management (MCM), will be level funded based on fiscal year 2016 expenditures OAHS allocation will be calculated based on average cost per client and unduplicated client counts in each region, except for Region 1 (New Haven) and Region 3 (Bridgeport) Region 1 and 3 OAHS funding will be calculated on average cost per client and number of uninsurable clients (Region 1=71 Region 3=61) Regions 1 and 3 have additional funding from Ryan White Part C (RWPC) Region 1 RWPC funding=$962,161 Region 3 RWPC funding=$1,020,232 MCM allocation will be calculated based on average cost per client and unduplicated client count in each region
