1 Territorial Co-operation 2007- 2013
Possibilities for "Regional co-operation in Maritime Safety" Open Days Brussels, 12 October 2005 Ann-Kerstin Myleus, European Commission 1

2 European territorial co-operation – Objective in its own right
Cross border co-operation of which 25% may be transferred to the European Neighbourhood and Partnership Instrument (ENPI) and the Instrument for Pre-Accession (IPA) Transnational co-operation Interregional co-operation and network programmes In addition, interregional co-operation with at least one region in another Member State will be encouraged in mainstream programmes Co-financing: 75% in all programmes Art. 18 Gen.Reg. 2

3 Territorial co-operation Programme management bodies
Managing authority (MA) normal responsibilites (except checking regularity of operations and expenditure – done by approved auditors) Joint Technical Secretariat (JTS) Monitoring Committee also responsible for project selection

ERDF-funding COM proposal June negot. box (no agreement) Cross-border co- operation € 4 bn (69%) €6.8 bn (47.7%) € bn (77%) Transnational co-operation € 1.4 bn (24%) € 6.8 bn (47.7%) €1.425 bn (19%) Interregional co- operation + networks € 370 mio (6%) € 650 mio (4.5%) € 300 mio (4%) Total € 5.75 bn 2.5% of total SF alloc. € bn 3.9 % of total SF alloc. € 7.5 bn 2.42% of total SF alloc.

5 Allocation principles
Cross-border co-operation Population in eligible NUTS III areas Transnational co-operation National population Flexibility for MS: 10% between strands

6 Transnational co-operation Eligible programme areas
The Commission will adopt a list of eligible areas to be annexed to the Community Strategic Guidelines on Cohesion Consultations with Member States: April May: Informal Ministerial meeting October Adoption: after adoption of Financial Perspectives and Regulations

7 Criteria when defining
transnational areas Geographical criteria (geographic coherence?) Thematic typology/ Strategic projects (potential for strategic projects in the area?) Political criteria (Political support?) Programming continuity (management, results/outcome of current programmes?) Unless duly justified, major overlappings of areas should be avoided

8 Transnational co-operation Different types of projects
More focus on "Strategic projects and actions" Also encouraged: Bilateral maritime co- operation (distance above 150 km) on a wider range of topics

9 Transnational co-operation
Integrated territorial development: water and coastal management; improving accessibility, advanced communications and information technologies; risk prevention, incl. maritime safety; R&TD and technological development networks etc.

10 Transnational projects 2007-13
→ Maritime safety : a priority topic for transnational co-operation What kind of strategic projects related to maritime safety could be envisaged? Potential examples*: cross-border TEN-T sections, motorways of the sea (ports etc.), multi-modal transports, risk prevention related to sea basins, flooding, forest fires, draught etc. *) Types of projects which can be financed will depend on the size of the budget allocated to transnational co-operation

11 North Sea Interreg IIIB
Safety at Sea Harmonising risk management strategies for the North Sea region, incl. training programme Six demonstration projects on - "Routing and Safe Seaways", - "Coastal Zone Management", and - "Safety Awareness and Decision Making" * * * Total: € 4,456, ERDF: €2,228,000 MaritimeSafety Project example (I) North Sea Interreg IIIB

12 Maritime Safety and transnational co-operation
Problems (pollution, maritime accidents) do not respect programme borders → joint actions between different transnational programmes could be envisaged Trans-programme co-operation useful to identify and prevent risks + prepare and respond to emergency situations

13 Northern Maritime Corridor
Aim: Facilitate the safe development of the maritime route from the Barents Region along the Norwegian coast to the core of Europe Co-operation between 2 similar projects in two different programmes on: - Development of regional maritime clusters, - promotion of short sea shipping, - transport in the petroleum and seafood sector, - risk mangement strategies *** Total NS: € 3,007,000 – ERDF € 1,538,500 Total NP: € 1,795,000 – ERDF €1,077,000 Maritime Safety Project example (II) North Sea +Northern Periphery Interreg IIIB

14 Transnational co-operation Financing flexibility
20% may be granted for operations which include partners outside the area in duly justified cases This could facilitate links/co-operation between programme areas on e.g. maritime safety issues 10% may be used outside the EU, if of benefit for EU regions (responsibility for expenditure lies on EU lead beneficiary and certifying authority) Increases potential for co-operation on maritime safety issues with non-member states
