The ERDF and Cohesion Fund in the period financed 322 programmes Across 28 Member states At National and Regional level Investing in a wide variety of themes ….

4 1. What do we have data on ? INPUTS: Programmes 1) allocate and 2) spend money in different 3) investment themes OUTPUTS: Direct measurable product of the actions supported RESULTS: Influence on socio economic developments (but there are other factors that influence also)

9 Challenges for 2007-2013 SCALE AND SCOPE:
322 programmes of varied sizes (from 3 Million to 28 Billion) Covering various fields of activity, expected results at different time horizons TIMING: Deadline for ex post evaluation: end December 2015 while programmes are still running Objective: to publish the synthesis report in April 2016 Challenge number and coverage 28 Billion is the national Polish OP infrastructure and environment, 3 million is the regional programme Aland in Finland: differences of role of ERDF in policy mix (from a crucial instrument to bring structural changes to experimentation) Covering various fields of activity: from enterprise support, research and innovation to energy efficiency, transport, communication, social and environmental infrastructures… Expected results at different time horizons Evaluations require different expertise and methodology evaluations carried out by Member States, many on processes, varied quality More than 5000 uses of the 56 core indicator reported by the programmes, many more specific indicators, varied quality Cohesion Policy 9
