5 PTE events during 2018 1 International Rally #DatosEnLaCalle (Colombia, México, Chile): contest to invite citizens to oversight public infraestructure projects. Dynamics: During mid-February 2018 teams of 2-3 people visited infraestructure projects (more than 800 were available all around the country) and sent photos, videos, articles and infographics through social media. Prize: a travel to Georgia to the Open Government World Summit in Tbilisi, July 2018. Results: more than 200 people in 70+ teams, 53 projects visited, 300 photos and 45 videos of citizen oversight. 8 PTE events during 2018 The National Government has a bill that will be taken to the Congress in order for the contest to be taken place annually, facilitating citizen oversight of public resources through the portal

9 PTE events during 2018 #AlimenData Hackaton: contest to invite citizens to monitor the National School Food Program – PAE in charge of the Ministry of Education - MEN. The contest was motivated by the corruption scandals around the program. Dynamics: during 24 hours, teams of students, programmers, data scientists and others were invited to develop proposals (data bases, algorithms, apps, visualizations) to use PTE data (and even other sources: MEN, Secop, MinTIC) in order to improve the monitoring and control of PAE program. Prize: a travel to Argentina to the Open Data and Open Contracting World Summit in Buenos Aires, September 2018. Results: 33 teams presented and 10 pre-selected, 10 different proposals and at least 3 are being put in practice with support of the National Planning Departament - DNP, MEN and the Transparency Observatory. 2

a) GIFT – Global Initiative for Fiscal Transparency The prize for the winner of the #RallyColombia was given by GIFT. This international organization is from 2017 very interested in the Transparency and Open Government initiatives in our country continuosly suppporting our peer-learning and growth process.

b) OCP – Open Contracting Partnership The prize for the winner of the #AlimenDATA Hackaton was given by OCP. This international Alliance is also interested in supporting the process of adoption of the Open Contracting international standard OCDS. This standard will be officially adopted 100% in Colombia in 2019.

c) Open Knowledge International - OKI Collaboration in technical assistance on the events during 2018 and recommendations on portals standards. Also a grant to use in the event #AlimenData hackaton. d) OGP – Open Government Partnership (75 países) The advertising of PTE is one of the country's commitments to this international organization. The Ministry of Finance is a member of the Open State National Comitee, which monitors the coordination of Open Government initiatives in the country.

3. Public Participation National Development Plan The Central Portal of Fiscal Transparency - PCTF. The PCTF administered by the Ministry of Finance and Public Credit will continue to operate in the terms defined in article 239 of Law 1753 of With this purpose, it will centralize the information on planning, budget, treasury, accounting and statistics of the different levels of government, central and decentralized. All public entities, as well as persons of private law who administer public resources, are obliged to provide information to the PCTF. The Portal will facilitate the participation and oversight of citizens in the fiscal management of public resources in the different phases of their budget cycle.
