2. Step 2: Review of Alignment with FSGP Funding Criteria and Priorities
OAAReceives Prposls and Scored Rubrics from FORC Chair
One VPLT member is assigned to coordinate FSGP proposal review process with FORC Chair (FSGP Officer)
FSGP Officer acknowledges receipt of Report of Proposal Reviews for Scientific Merit from FORC Chair or designee
FORC Sci Merit scores will be summed into 3 categories (Sci Merit, Feasibility, Presentation) and summarized for each proposal by FSGP Officer

Distribution of Proposals and Scored Rubrics
All proposals will be reviewed by VPLT team
Soft and hard copies of proposals and scored rubrics from each Merit reviewer are distributed to all 4 VPLT members
If a VPLT member is identified as a member of the research team of a proposal under consideration, that VPLT member will recuse themself from review of that proposal

Review and Scoring of Proposals using OAA Programmatic Rubric
VPLT members will utilize developed rubric to assess each proposal's alignment with the FSGP criteria and priorities. The VPLT reviewers comments in the "recommendations for action" will summarize alignment with the priorities of the FSGP.
Completed rubrics with final scores for each proposal along with any comment(s) or feedback to be provided to the PI(s) will be delivered to the FSGP Officer via

Compilation of OAA Rubric Scores and Comments
FSGP Officer will compile all VPLT members' rubric scores and comments
FSGP Officer will complete a report document (to be developed) for submittal to VPLT members
Report document will provide summary of OAA rubric scores and FORC rubric scores for each proposal

VPLT Decides Which Proposals Are Funded and the Award Amount
VPLT members review FSGP Officer's Report and complete section on Report that documents each person's rankings for funding approval based on numerical scores
VPLT members will meet October 22, 2014 and make final decisions on funding based primarily on numerical scores from OAA programmatic & FORC scientific merit reviews, and available funding

3. Step 3: Communication of Funding Decisions and FSGP Process Evaluation
Administrative Processing of Funding Decisions
All completed rubrics (FORC and OAA) will be combined into one pdf document for distribution to applicant PI/team.

Summary Letters to all applicant PI/team
Summary letters will be drafted to all applicants regarding funding decisions inclusive of all feedback from FORC and OAA review.

FORC Chair to review funding decisions
All proposals decisions will be reviewed by FORC Chair to assist senior academic leadership team and FORC Committee in identifying strengths and needs of faculty relative to research in an effort to identify future development and support needs in addition to determining other potential funding source recommendations (FORC Charter responsibility)
Funding Decisions Announced
All funding decisions to be communicated to applicants through OAA
Evaluation of Inaugural FSGP Initiative
Concurrent evaluation process by reviewers (Due October 8, 2014)
Retrospective evaluation of process by OAA leadership team
Retrospective evaluation of application process by submitters
Retrospective evaluation of FSGP initiative by faculty
Review of above data by FORC and VPLT and report to Faculty Org prior to subsequent FSGP funding announcement
