3 Constitutional Limitations
Many states have constitutional limits on vehicle registration fees and fuel taxes. Often referred to as “anti-siphoning rule,” it is meant to protect the road use funds from sweeping these fees for “non-transportation” programming. Many state and local jurisdictions have reported their “transportation funds” that were already collected having been swept.
