The timeframe The international perspective The need for political commitment Context : The European Council held in Lisbon on 23/24 March 2000 set the ambitious objective for Europe to become the most competitive and dynamic economy of the world. An urgent need to quickly exploit the opportunities of the new economy and the Internet were recognized. Heads of State and Government invited the Council and the Commission to set up a comprehensive eEurope action Plan Objectives :3 objectives -> following slides An operational action plan : Focus on precisely identifiable actions. What should be done, by whom and when. The timeframe:Action Plan focuses on a key date : 2002 The international perspective: -> part of the enlargement process of the Union.

Investing in people and skills Stimulate the use of the Internet Each of the objectives comprises a number of areas. Each area comprises a concrete list of actions.

4 Objective 1 A cheaper, faster secure Internet
Cheaper and faster Internet access Faster Internet access for researchers and students Secure networks and smart cards Cheaper and faster Internet access:reinforce competition, ensure rapid deployment of IPv6 Faster Internet for researchers and students: trans-European network interconnecting the National Research and Education networks et alii. Secure networks and smart cards: Improved availability of solutions for Internet security. (stimulating and reinforcing private initiatives)

European youth into the digital age Working in the knowledge-based economy Participation for all in the knowledge-based economy European youth into the digital age: -all schools to have Internet and multimedia resources by the end of 2001 Working in the knowledge based society: - labour force to become digitally literate - increase information technology training places - facilitate teleworking - public Internet access points Participation for all in the knowledge-based economy: - measures against info-exclusion (exclusion due to any type of handicap or disablement)

Accelerating e-commerce Government on-line: electronic access to public services Health online European digital content for global networks Intelligent transport systems Accelerating e-commerce: - establish a “eu” top level domain name - introduce electronic government procurement Government on-line: - essential public data must be accessible online - develop a co-ordinated approach for public sector information - promote the use of open source software in the public sector and e-government (through IDA and IST programmes) - promote the use of electronic signatures within the public sector Health online: - develop an infrastructure of user friendly, interoperable systems for health education, disease prevention and medical care European digital content for global networks: - actions oriented toward the digital content industry. Intelligent transport systems: - Key points : avoid congestion by intelligent systems & Increase security
