2 Description of Function; Environmental Issues Affected & Agency Responsible for Regulation & Enforcement NEPA forces environmental outcomes to be considered by federal agencies when it comes to their suggested actions and possible alternatives to those actions. NEPA is the way it is today because of the people involved during the Eisenhower Period were extremely concerned about the environment. Especially issues regarding the wilderness and overall ecological well being. NEPA wouldn’t have thrived if it weren’t for the wilderness reports being released and author’s/ environmental leaders like Rachel Carson and her novel Silent Spring. The Environmental Protection Agency (EPA) is responsible for the regulation and enforcement of NEPA.
