OECD's annual publication "Education at a glance" (EaG) OECD data collections related to LFS for EaG NEAC on educational attainment (annual averages) Age: 15-19, 20-24, 25-29, 30-34, 35-39, 40-44, 45-49, 50-54, 55-59, 60-64, 65+, 25-64 Variables: HATLEVEL, ILOSTAT, SEX (+others) NEAC_VET on educational attainment (annual averages) by field of education Same as NEAC + variable HATFIELD (+others) TRANS on transitions / labour market outcomes (Q1) Age: 15-19, 20-24, 25-29, 18-24, 15-29 Variables: EDUCSTAT, HATLEV1D, ILOSTAT, SEX (+others) Actual request for NEAC and TRANS varies – inclusion of other variables possible

13 LFS data sharing with OECD – up to 2016
Eurostat provided CSV files with the requested variables to OECD shortly after release of annual data (end of April) Files contained a- and c-flagged data which allowed calculation of requested indicators OECD sent same data request directly to countries Deadline for data transmission to OECD: early April Mid-April: OECD sent EaG indicator tables to countries for review / checking EU-LFS data were only used in EaG if no national LFS data were provided by countries

December 2016: Eurostat informs OECD on new rules on c-flags which hampers the calculation of indicators for countries with such data The following solutions to overcome this issue were proposed Further aggregation of the data (age groups) where necessary Provision of calculated EaG indicators instead of semi-aggregated micro data No solution for the issue of timeliness as EU-LFS data can only be shared after embargo (end April = official release of annual data for NEAC)

OECD reviews Eurostat proposal and concludes as follows More aggregated data do not allow calculation of various indicators Receiving calculated indicators from Eurostat would mean setting up a different process for EU-LFS countries (time consuming) Due to embargo EU-LFS annual data can only be sent at the end of April which is too late For these reasons OECD favours encouraging countries to send national LFS data for NEAC and TRANS directly to OECD
