2. Tenderdevelopment Tool
A tool for creating complete tenders interactively.
Web based tool
No special software necessary to run the tool. The user needs only Web-browser
Database software is running on the Tender Development Tool - Server

3. Basic Features Tender Administration Module
The database includes specification text- templates, explaining text and links to additional information related to this text- module (i.e. link to CIMO guide chapter, HMEI products catalogue, ...).
All text-modules, links, etc. have specific attributes assigned. So the right information can be selected quite easily from the database.

5. Basic Features Tender Development Wizard
The system administrator can create wizards for specific applications. (i.e. meteorological measuring network, groundwater measuring station, ...)
The Tender Development Wizard goes with the user through the particular questions and asks for all information necessary to „compile“ a complete tender, based on the text-modules of the database.

6. Creates a complete tender based on the user´s answers
and copies it into the Tender Administration Module

9. Outlook
Possibility for HMEI, WMO, Worldbank to cooperate in the design of the text-modules and wizards.
The user can be sure to get a reasonable tender according to his particular requirements.
HMEI can bring-in the detailed know-how of the manufacturer. HMEI members are invited to participate actively in the project.
