Al subsidises and securities for unemployed, ill and disabled have become much lower and shorter. Especially for migrants, youngsters up to 30 year, disabled up to 40 year and others, excluded from the labour market.
Social policy has become labour market policy. Taking care of excluded is replaced by economic incentives – lower subsidizes, control and distrust. ”It has to pay off to work”. Rehabilitation is replaced by low paid internship in limited periods. An effective system for those who can manage themselves or have supportive others. But not for excluded.

3. The importance of work and regulation of the market
We work for money. But work also is the most important source for grown-ups identity, learning and contribution to the community. It is the access to a dignified life with others.
Man is by nature social, contributing to the community and generous. This is why we survive in spite of individualism etc.
Work includes, unemployment excludes.
The right to work is a human right in UN and EU conventions.
The social pillar: unemployed has the right to activation and sufficient subsidizes. Disabled has the right to a decent income and a labour milieu, adapted to their needs.
(This implies regulation of the market, taxes and distribution of wealth)

4. Jobs for excluded
Everybody wants to work and can work, but some needs compensations and qualified leadership.
Individual jobs – flex or protected. DK: jobs
Social Enterprises. DK: 1000 jobs. Examples:
Specialisterne. IT consultants jobs for people with autism, who have attention to detail, analytical skills, ability to concentrate, zero-fault tolerance
Telehandelshus. Telemarketing jobs for blind and lowly sighted people, who can listen and talk.
SAMHALL, Sweden jobs in service, production, elderly care, canteens, cleaning etc. All disabilities. NB: Collective agreements.
3. NB: The limit for exclusion is influenced by economic cycles, working environment, legislation and tolerance.
