2 The preparation of a State party report
Is a long and labor-intensive process In theory, possible for one individual to prepare reports but in practice an impossible task for one person to fulfill adequately Should not be the task of a sole expert /consultant This would defeat the purpose of the exercise at the national level Experts/consultants can complement work /assist relevant government departments in reporting process

3 Getting ready Who should draft?
A drafting group (ideally within the National Mechanism for Reporting and Follow-up) Who should coordinate? A National Mechanism for Reporting and Follow-up  good coordination is essential Who should be involved? Various government departments/ agencies at the national level and other relevant actors

4 What would be the tasks of the NMRF drafting group?
1. Identify all the relevant Ministries (focal points), State bodies, and non-governmental entities which may contribute to the specific treaty report 2. Identify key human rights issues and responsible Ministries for provision of information 3. Collect information and data 4. Analyze information and draft report Bear in mind that the report should provide information on the impact of the legislation, policies and programs adopted to implement the provisions of a treaty 5. Consult with relevant stakeholders (NGOs and NHRI) and finalize draft 6. Submit final draft for endorsement by decision-making authorities (NMRF members)

5 Submission of the report to the Secretariat of the relevant Treaty Body
Once endorsed the report should be submitted to the Secretariat of the respective Treaty Body Electronic version of report and annexes Confirmation of receipt Informal information from secretariat concerning date of consideration Average delay: 1 year to 18 months

6 Conditions for success
Political will Coordination, through a standing mechanism for reporting and follow-up Broad consultation and use of multiple sources Human and material resources and time
