Needs to be modified since age cutoff dates have changed.
Propose: Use end date of June 31 of MY.
i.e. if player is old enough to play in that division by June 31, eligible to play up (compared to Dec 31).
Applies to that MY only (fall and spring).

Propose removing requirement for signed consent form if get super-majority (2/3 vote)
