1 RAD in DFS – information for external stakeholders
NM RAD workshop RAD in DFS – information for external stakeholders

2 Content RAD process in DFS General problem description
Way ahead proposal Discussion Robert Winker, DFS NM RAD workshop, 12th – 13th December 2018

3 RAD process in DFS Within DFS we strictly adhere to the published timelines in the NM RAD process. Requests from local RAD coordinators of our four [+1] centers (Bremen, Langen, Karlsruhe, Munich [Maastricht UAC for route related restrictions]) are collected at NRC level and merged as draft ED Draft version RAD ED is sent to local RAD coordinators one week prior delivery to NM for review and crosscheck After delivery to NM changes via increment file are only made, if pre-validation shows errors or “un-intended FPLs” occur after implementation. We support to limit the number of increment changes to the minimum necessary to protect safe operations! Robert Winker, DFS NM RAD workshop, 12th – 13th December 2018

4 RAD process in DFS (2) We appreciate the CFSPs/AOs offer for early involvement in RAD design in case of complex airspace design projects, BUT: when requesting cooperation in past, unfortunately both sides are lacking resources! Robert Winker, DFS NM RAD workshop, 12th – 13th December 2018

5 General problem description
Creative flight planning with extensive turn rates Creative flight planning to avoid regulated sectors Creative flight planning to avoid long transitions for fuel planning YoYo flights to avoid regulated sectors  Some examples for those creative FPLs Robert Winker, DFS NM RAD workshop, 12th – 13th December 2018

9 Way ahead proposal Set a fixed limit for maximum angle of turn outside of terminal area (e.g. 60° turn)  This could lead to a significant reduction in RAD restrictions just implemented to avoid such turns! Limit enroute level changes in number and/or level (e.g. once above division level between lower and upper ATC unit, NO level segments below division level shall be accepted until final descend into destination) Fly as you file!  when ANSPs agree to force AOs to fly their creative FPLs (even so reducing capacity), maybe these kind of FPLs will be reduced upon feedback from cockpit? Robert Winker, DFS NM RAD workshop, 12th – 13th December 2018
