3 Regional economic structure
R & D quota in Saxony-Anhalt is approx. 1.5% of GDP, that of the private sector is only 0.4% of GDP Company's stock is characterized by SMEs, production sites are mainly production-oriented Saxony-Anhalt is a fast-aging region within Europe – demographic bias Megatrends recorded in the Lead Markets for example: Aging society in Europe Globalisation Sustainability: Energy and resource efficient production leads to „Circular Economy“ Progress in digitalisation throughout all sectors of society

4 The Role of Germany's Federal Government and Federal States
Regional funding is made at the regional level Therefore it is the task of the German “Länder” (regions) to implement the programs supported by the structural funds Structural funding is carried out on the basis of operational programs (OPs) The OPs contain descriptions of the funding strategies of the particular region The OPs must, however, be consistent with the strategy (partnership agreement) negotiated at the national level and must be approved by the European Commission

7 Governance set-up of RIS3
Basic developments like - our broad, inclusive and evidence-based procedures - grounded in stakeholders’ engagement processes (workshops, public surveys, interviews of experts, conferences…) - the establishment of RIS - the development of structures - establishment of strategic Lead Markets …were in den beginning initiated by Ministry of Economy, Science and Digitalisation Saxony-Anhalt in association with agencies in a broad public dialog process …are initiated now in association with Lead Markets, clusters, stakeholders of different kind in a wide implementation strategy

8 Processes methods to engage stakeholders
- entrepreneurs - scientists (universities and reseach institutions) - cluster manager - political sphere - actors from transfer agencies, Chambers of Industry and Commerce, from EU-agencies … SYSTEMATIC DIMENSION - repetitive: Involvement of stakeholders in Lead Market-structures as Sub-group leaders, as responsible for Lead Market-core projects, routine- structures of communicating the RIS in Saxony-Anhalt DYNAMIC DIMENSION – ongoing process: Further development of the regional innovation world and of their stakeholders with new projects, new cooperation… new stakeholders Wie erreicht die öffentliche Verwaltung mit den beteiligten Akteuren Konsens? Mechanismen, Prozesse…?

9 EDP for the RIS3 implementation - TARGETS
Cohesion: growth of GNP and competitiveness Strengthening of productiveness Contribution to positioning on national and international markets 2. Improvement of innovation potential and capacity Generating of new products, production processes, different types of innovation (business models inclusive) 3. Job effects – creation of sustainable jobs (quality dimension) In order to make the discussion at the workshop as efficient and useful as possible, it is important to move out of the ‘classical’ presenting mood and head towards a more concrete approach to issues that need to be faced on the ground, while establishing and implementing your strategy. For this reason it is important to define a focus of your presentation, which would act as a ‘red thread’ in your presentation.
