Overview (Statutory) § 29.1-100, Code of Virginia – Definitions
“Possession” means the exercise of control of any wild animal, wild bird, fish, or fur-bearing animal, or any part of the carcass thereof. § , Code of Virginia – Permits required Unlawful to exercise privilege of permits without first obtaining permit. Overview (Statutory) § , Code of Virginia – Confiscation of wild birds and animals under certain circumstances; disposition All wild birds, wild animals, and fish are the property of the Commonwealth. Any wild bird, wild animal or fish which is illegally taken, possessed, sold, purchased, transported or imported shall be forfeited to the Commonwealth. 16 U.S.C. §§ , United States Code (aka The Lacey Act of 1900) Prohibits trade in wildlife, fish, and plants that have been illegally taken, possessed, transported, or sold. Prohibits the transportation of illegally captured or prohibited animals across state lines.

4 VAC , Virginia Administrative Code – Continuation of permitted activity. Allows for indefinite extension of permit if renewal done more than 30 days prior to expiration and VDGIF fails to renew before expiration. 4 VAC , Virginia Administrative Code – Possession, importation, sale, etc., of wild animals: Regulates possessing, importing, exporting, selling, or liberating wildlife. 4 VAC , Virginia Administrative Code – Importation requirements, possession and sale of nonnative (exotic) animals Virginia’s “NO” List. 4 VAC , Virginia Administrative Code – Possession, transportation, and release of wildlife by authorized persons. Requires compliance with permit conditions and makes violation a Class 3 misdemeanor. 4 VAC , Virginia Administrative Code – Foxhound training preserves. Describes all regulations for operation of fox pen. 4 VAC , Virginia Administrative Code – Taking aquatic invertebrates, amphibians, reptiles, and nongame fish for private use. Allows for the taking of up to five (5) of any species for private use.

Overview (Administrative)
Applications must be accurately completed; falsified applications will be denied. Last four (4) of SSN, driver’s license number, and date of birth are necessary for issuance of customer number; in the future each customer will be identified by their customer number. Failure to supply these two (2) numbers and date of birth will result in denial of permit. Applicants must complete “wildlife offense section” on application; not all wildlife related offenses will disqualify an applicant for a permit, but those related to the type of permit requested will be considered. Offenses back five (5) years are potentially considered. For all permits that require an annual report to be filed, a renewed permit will not be issued until and unless a proper annual report has been filed beforehand. Permits belong to the individual who applied for and had them issued to them and not to the entity that may have paid for them or for whom the individual may be employed. Non-compliance with laws, ordinances (including local) and permit conditions may result in suspension or revocation of a permit.

Overview (Administrative)
Permittees are responsible to ensure that their sub-permittees are provided copies of the permits and understand and comply with the permit conditions. Applicants should be encouraged to submit their renewal applications at least thirty (30) days prior to their permit’s expiration date. Applicants should be advised that VDGIF has a thirty (30) day period in which to process applications therefore, they (applicants) should not expect a last minute “turn-around” of a permit application. When necessary, constituents should be informed that any documents (including ) that they may send to VDGIF are potentially accessible to other citizens in the Commonwealth via the Virginia Freedom of Information Act (FOIA). When applicable, applicants should be advised that once they have obtained a permit from VDGIF they will always be included in the system and will always be considered as a “renewal” even if they have not applied for a permit in years.

Animal Population Control Permit (POPF): The purpose of this permit is to authorize the trapping or shooting of mid-sized mammalian predators after the legal trapping and hunting seasons have closed. Note: Permit can only be issued after a wildlife habitat management plan has been implemented on the acreage involved for at least three (3) years and only if the applicant has attempted predator control during legal seasons for at least two (2) years. Wildlife Controlled Via this Permit: Raccoon Red Fox Grey Fox Skunk Opossum District Biologist will: Review the wildlife management plan and the property. Contact the county assigned CPO to ensure that those listed on the permit have no wildlife violations. Approve the issuance of the permit. Permittees must: Maintain a list of licensed hunters/trappers authorized under the permit; notify VDGIF of additions. Maintain a running tally of species taken and submit report to VDGIF by July 31st.

Bear Population Control Permit (BPOP): The purpose of this permit is to authorize the harvest of bears on properties where crop damage is occurring. Permittees must: Apply “fair chase rules”. Ensure that each hunt participant possesses a valid and current Virginia hunting license and bear license (unless exempt by law) as well as any other licenses as required by law (i.e. archery, muzzleloader, crossbow, etc.). Ensure each hunt participant has written permission from the permittee to engage in BPOP activities. Ensure each hunt participant has a BPOP tag in their possession while participating in the hunt. Be responsible for managing hunters, notifying hunters of BPOP guidelines, issuing tags, and permission forms. Properly check and collect biological information from each bear harvested.

Bird Banding Permit (BAND): The purpose of this permit is to authorize the banding of migratory birds for the purposes of collecting scientific data. Permittees must: Submit a formal proposal/proposed study plan documenting their intention to collect live wildlife and then use that wildlife in conducting scientific studies/research. Note: These proposals are forwarded to VDGIF’s subject matter experts (biologists) for review and approval of each permit before the permit is issued. Possess a Federal Banding Permit issued by the USFWS. Possess a professional affiliation, be an exhibitor, or a wildlife rehabilitator. Carry a copy of the permit during all collection activities. Notify VDGIF within the seven (7) day period prior to each banding event. Submit an annual report of all birds banded to the U.S. Geological Survey (USGS) Bird Banding Lab using the Bandit database. Not collect any species currently listed by USFWS or VDGIF as threatened or endangered. If incidental death or injury of T&E occurs, notify VDGIF Permits Section within twenty-four (24) hours of occurrence. If incidental observation or collection and live release of T&E occurs, notify VDGIF Permits Section within four (4) working days. If incidental mortality or injury of specimens intended to be taken live occurs, notify VDGIF Permits Section within forty-eight (48) hours. Ensure that all traps are marked with the name and address of the trapper and identification number issued by VDGIF and that all traps are checked at least once a day and that landowners provide their approval. Ensure that all incidences of wildlife death or diseases are reported within four (4) working days to VDGIF.

Collect & Sell Snapping Turtles & Hellgrammites Permit (CSTC): The purpose of this permit is to authorize the harvest of native snapping turtles and hellgrammites for commercial purposes. Permittees must: Carry a copy of the permit during all trapping activities. Keep a record of collection activities and submit an annual report to VDGIF by November 1st of each year. The report will include: date(s) of collection, location of collection (county & water), number of animals collected, method of collection (e.g. hand, seine, etc.), and total number of pounds collected. Ensure that no species listed as threatened and/or endangered are collected, possessed or sold. Ensure that set poles, nets and traps are checked every 24 hours. Ensure that the permit number and/or the permittee’s name, address and telephone number are clearly marked or labeled on all set poles and traps. Ensure that all other wildlife, including other species or turtle, are released unharmed. Ensure that the minimum size of snapping turtles that are collected is at least 11 inches lengthwise (following the curve of the shell). Ensure that no snapping turtles are collected for commercial purposes from October 1 through May 31 of each year. Ensure that no snapping turtles are harvested from the banks or waters of designated trout waters. Ensure that no set poles will be baited with live bait (except worms, with the exception of waters stocked with trout and within 600 feet of any dam).

Commercial Nuisance Animal Permit (CNAP): The purpose of this permit is to authorize the capture, temporary hold or possess, transport, release, and, when necessary, humanely dispatch wildlife that is causing damage to property, causing refuse problems, or posing a risk to human health or safety. Note: This permit does not allow the capture or dispatching of companion animals to include feral dogs and cats. Permittees must: Demonstrate continuing knowledge, skill, and proficiency in wildlife conflict management by: Completing a VDGIF-approved training course with a score of 80% passed or higher, OR Provide evidence of attendance in at least 24 hours of VDGIF approved seminars or workshops, OR Provide evidence of certification as a wildlife conflict management professional by an organization recognized by VDGIF Have their permit in possession at all times while engaging in permitted activities. Maintain records of all permitted activities and keep for at least three (3) years. Submit an annual report by January 10.

Deer Population Control Permit (DPOP): The purpose for this permit is to authorize the harvest of deer on properties where crop damage is occurring. Permittees must: Ensure that each hunt participant is registered with the permittee and possesses a valid and current Virginia hunting license and deer license (unless exempt by law) as well as any other license as required by law (i.e. archery, muzzleloader, crossbow, etc.). Ensure each hunt participant has written permission from the permittee and landowner to engage in DPOP activities. Ensure that all deer harvested via this permit are tagged and checked according to VDGIF’s tagging and checking procedures. Ensure that only antlerless deer are harvested (except that antlered sika deer may be taken on Chincoteague NWR). Collect biological harvest data from every deer taken if instructed to do so by VDGIF. Report the number and sex of the deer harvested to VDGIF by April 15th of each year.

Dog Field Trial Permit (DOGT): The purpose of this permit is to provide for an organized event where live wild or captive-bred game animals and game birds are hunted through the use of dogs. Note: They may only be conducted during field trial season (August 1-May 31) except that fox pen hunting may be conducted year round. Participants are not required to have a hunting license while participating in the field trial during the field trial season. Types of Events: Bird Dog Fox Hound Retriever Beagle Squirrel Dog Permittees must: Locate their field trial “headquarters” in Virginia. Be a bona fide field trial club or association that has provided verification to VDGIF. Must submit application 30 days prior to event. Judges must have score cards with names of participants in the cast, the permit number assigned by VDGIF, and the club secretary’s signature. Maintain field trial records and have available for VDGIF representatives.

Domestic Fox/Rabbit Registration: The purpose of this registration is to authorize the possession of domestic foxes (those having coat colors distinguishable from wild red foxes) and rabbits (wild European rabbits). Note: No new animals may be registered. Permittees must: Have possessed the animal in captivity on or before July 1, 2017 and possess proof of such possession (i.e. receipt, bill of sale, etc.). Have registered the animal with VDGIF prior to June 30, 2018. Not breed, sell or transfer the animal. Renew the registration every five (5) years.

American Eel Pot Permit – For Sale (ELPC): The purpose of the permit is to authorize the taking of American Eels for sale with eel pots from the waters of Back Bay or North Landing River (or their natural tributaries not including Lake Tecumseh and Red Wing Lake) from the Virginia/North Carolina state line to the Great Bridge locks in the City of Chesapeake. Permittees must: Have reported harvest of at least one (1) pound of American Eels from Back Bay or North Landing River or their tributaries via reports submitted through the Virginia Marine Resources Commission’s (VMRC) Mandatory Harvest Reporting Program during the period of January 1, 2007 to December 31, 2012 and the harvest must have occurred while the applicant held a valid commercial fish or eel pot license issued by VMRC. Note: With cooperation from VMRC, VDGIF has already developed a list of eligible individuals. Report recorded takes (pounds of eels harvested and pounds of eels sold) monthly to VDGIF Permits Section by the 5th business day of each month using the VDGIF reporting form. Attach their last name and VDGIF permit number to the buoys of each eel pot set. Attach their name and address to all packages, boxes or receptacles containing eels. Keep the maximum pots used to 300.

American Eel Pot Permit – For Personal Use (ELPP): The purpose of the permit is to authorize the taking of American Eels for personal use with eel pots from the waters of Back Bay or North Landing River (or their natural tributaries not including Lake Tecumseh and Red Wing Lake) from the Virginia/North Carolina state line to the Great Bridge locks in the City of Chesapeake. Permittees must: Not sell or barter any eels taken under any circumstances. Not set or fish more than five (5) eel pots. Attach their last name and last four (4) digits of permittee’s social security number to the buoys of each eel pot set. Not possess more than 50 eels daily.

Permit to Exhibit Wildlife (EXWA): The purpose of the permit is to authorize the exhibition of wild animals while serving as an educational purpose rather than as an attraction or amusement that is sponsored by one of the following: an accredited educational institution, a business or corporation that provides educational exhibits as part of its operation and charges a fee for its services, an agency of the State, a political subdivision of the State, a public authority duly created by law, or by a political subdivision of the State, a permitted rehabilitator, or a permitted falconer. Note: Falconers are not required to obtain permits to exhibit bird held under valid falconry or raptor propagation permit, except eagles. Permittees must: Ensure that they possess appropriate Federal permits (USFWS) and/or licenses (USDA). Ensure that their exhibits are open to the public. Ensure that rehabilitated non-releasable wildlife is accompanied by a statement from a licensed veterinarian describing the nature of the injury/illness that makes the animal non-releasable. Note: Animals with visible deformities will not be exhibited. Possess a legible copy of their permit and display it upon request when exercising its authority. If operating temporary exhibits, submit information on how their animals are displayed or caged at an event. Notify VDGIF Permits Section of additions to wildlife inventory within 30 days of procurement of that animal. Seek and obtain prior permission from VGIF Permits Section prior to adding bald or golden eagles. Submit an annual report by November 1 containing the disposition of the animals, the number of exhibits or programs held during the preceding year, and the approximate number of people attending those exhibits/programs.

Permittees must: Ensure that any staff or volunteers who may handle wildlife are listed as subpermittees. Submit information proving that their exhibit to be educational and purposeful in nature and indicate what interpretive information and educational brochures are available. If temporary exhibitors (i.e. circus, carnival, fair, etc.), include a fully completed Temporary Exhibition Wildlife Educational Information Template (Appendix A) with their application package. If temporary exhibitors, either notify the VDGIF Permits Section of all permit year exhibition dates and locations or notify VDGIF Permits Section at least seven (7) days prior to an event.

Falconry Permit (FALC): The purpose of this permit is to authorize the possession and use of raptors in the hunting (during the season of October 1 through March 31) of wild game. This includes the taking, trapping, holding, transportation, carriage, shipment, and buying and selling of live raptors. Permittees must: Be at least twelve (12) years of age, with a parent or guardian signature (if under the age of eighteen [18]). Possess no more than one (1) raptor for use in falconry. Successfully pass (with at least 80%) a USFWS approved examination that tests the applicant’s knowledge of raptor identification, natural history, care in captivity, falconry techniques, and applicable laws and regulations. Pass an inspection of the applicant’s raptor housing facilities and falconry equipment conducted by a representative of VDGIF. If hunting small game with their birds, possess a valid Virginia hunting license (have attended hunter education). If non-Virginia resident, possess a valid Virginia nonresident hunting license and satisfactory evidence that the raptor is legally possessed and the applicant has a valid falconry permit issued by his/her state, tribe or territory of residence. Submit Federal Form 3-186A to VDGIF for reporting take, transfers, and loss of falconry birds. Possess Federal Migratory Bird Hunting or Conservation Stamp (”Duck Stamp”) if hunting those affected species. Band (if not already banded) any goshawk, Harris’ Hawk, peregrine falcon, or gyrfalcon taken.

Passage Peregrine Falcon Permit (PPFA): The purpose of this permit is to authorize Master or General Class falconers to take passage (first year birds) peregrine falcons for the purposes of falconry. Note: Virginia was only allotted five (5) passage Peregrine Falcons for the September 20-October 20, 2018 trapping season. Permittees must: Participate in a random drawing for eligibility to take a passage Peregrine Falcon. Not capture or possess more than one (1) passage Peregrine Falcon. Not capture any banded passage Peregrine Falcons. Release any bird deemed to be unsuitable for falconry purposes no later than one (1) hour before sunset on the day of its capture. Band any passage Peregrine Falcon that is taken with the intention to possess for falconry purposes with a USFWS black falconry band. Report the take of any Peregrine Falcon to VDGIF no later than 10:00 p.m. on the day of capture. Collect two (2) breast feathers from the falcon and place in a zip-lock bag that contains the permittee’s name and USFWS falconry band number upon it. Take any captured falcons to the closest VDGIF Regional Office within 48 hours of capture for them to confirm the band number and collect feather specimens. Be accessible by telephone from September 20th until the close of the season or monitor VDGIF’s website daily for closure notices.

Fish Stocking Permit (FIST): The purpose of this permit is to authorize the stocking of any species of fish into the State’s inland waters. Note: This permit is issued by the Regional Offices. Permittees must: Provide name of the supplier of the fish. Describe the section of stream to be stocked and provide a location map. Provide the species of fish to be stocked, the number of fish, and the length of the fish.

Foxhound Training Preserve Permit (FOXP): The purpose of this permit is to authorize the hunting of foxes by dogs within an enclosure. Note: Only preserves in existence prior to January 1, 2014 are allowed to apply for and obtain Foxhound Training Preserve Permits. No permits will remain valid after July 1, Minimum enclosure size must be 100 contiguous acres. Permittees must: Provide a 7 ½ minute topographical map or aerial image indicating the fenced preserve boundaries along with the names and addresses of adjacent landowners to VDGIF. Ensure that all hunt participants have a valid Virginia hunting license in their possession (unless participating in a permitted dog field trial event). Ensure that no dog field trials are conducted within the preserve without first obtaining a Dog Field Trial Permit. Maintain a complete and accurate registry which includes each hunter’s name, address and phone number, the date of the hunt, the number of dogs cast during the hunt, and an acknowledgement that all participating dogs have up-to-date rabies vaccinations and ensure such records are maintained for inspection by VDGIF. Ensure that all fox trappers used are listed on their trapper list and appropriately submitted to and approved by VDGIF Permits Section. Maintain complete and accurate records on the number, species (red or gray) and source of all foxes trapped and stoked in the preserve including the name and address of each trapper, the county of origin of each fox, and the capture and release (into the preserve or acclimation pen) dates for each fox and ensure that report is submitted to VDGIF Permits Section by March 15th of each year. Ensure that each trapper is reimbursed for their time and expenses while ensuring that no foxes are purchased and that each trapper is furnished with a receipt for their expenses (type and amount reimbursed).

Non-Resident Fur Dealer Permit (FDNR): The purpose of this permit is to authorize the commercial sale of hides, furs or pelts, by a non-resident of Virginia, within the Commonwealth. Permittees must: Only buy and sell hides, furs, or pelts of muskrat, opossums, rabbits, raccoon, and squirrels during open hunting season. Note: The hides, furs, and pelts of fur-bearing animals (legally taken and possessed) may be sold at any time. Not sell bear parts, including raw or tanned bear pelts, as it is illegal. Not tan, mount, sell, barter, exchange, traffic or trade in, bargain for, solicit for purchase, or transport out of the Commonwealth any bobcat or river otter pelts until the pelts have been sealed by an agent of VDGIF. Not sell any cervid parts with extraneous muscle tissue attached.

Resident Fur Dealer Permit (FDRS): The purpose of this permit is to authorize the commercial sale of hides, furs or pelts, by a resident of Virginia, within the Commonwealth. Permittees must: Only buy and sell hides, furs, or pelts of muskrat, opossums, rabbits, raccoon, and squirrels during open hunting season. Note: The hides, furs, and pelts of fur-bearing animals (legally taken and possessed) may be sold at any time. Not sell bear parts, including raw or tanned bear pelts, as it is illegal. Not tan, mount, sell, barter, exchange, traffic or trade in, bargain for, solicit for purchase, or transport out of the Commonwealth any bobcat or river otter pelts until the pelts have been sealed by an agent of VDGIF. Not sell any cervid parts with extraneous muscle tissue attached.

Gill Net Permit (GNET): This purpose of this permit is to authorize the use of gill nets to take non-game fish in the City of Virginia Beach in Back Bay and its natural tributaries (not including Lake Tecumseh and Red Wing Lake) and North Landing River from the North Carolina line to Pungo Ferry (not including Blackwater River) for personal use and for sale (only between November 1 and March 31). Permittees must: Use a gill net not more than 300 feet in length. Annually purchase and attach VDGIF tags to the nets prior to use. Check nets daily and return all game fish to the wild. Permittee must be present at all times when nets are being set and/or checked for fish. Must submit an annual report (due by April 5 each year) of all fish species harvested and/or sold during the permit year. Grass Carp for Aquatic Vegetation Control in Private Ponds Permit (CARP): The purpose of this permit is to authorize the stocking of private ponds/lakes with Triploid Grass Carp for the control of aquatic vegetation in order to provide a more productive and enjoyable water impoundment. Permittees must: Attempt to conform to stocking rates at between 2-10 fish per acre, dependent on plant infestation rate of <30% to >60% plant coverage. Attempt to stock the minimal number of carp need to prevent overgrazing, starvation, and fish migration. Submit application (with number of fish being stocked and name of supplier) at least 30 days prior to anticipated date of purchase of carp. Ensure that there is a minimization of potential escapement from permittee’s pond/lake to other bodies of water.

Hold & Sell Certain Fish, Snakes, Snapping Turtles, & Hellgrammites Permit (HOLD): The purpose of this permit is to authorize the possession of certain game and non-game fish, reptiles, snapping turtles, and aquatic invertebrates for the purpose of selling the wildlife at establishments such as bait stores, pet stores, trout catch-out ponds, or for human consumption. Note: Blue catfish may not be stocked, restocked or held. Haul Seine Permit to Catch Minnows & Chubs For Sale (HSMC): The purpose of this permit is to authorize the taking for sale of minnows and chubs with haul seine nets (not to exceed four [4] feet in depth by one hundred [100] feet in length) in inland waters of the Commonwealth above where the tide ebbs and flows. Permittees must: Not use seines, nets or traps in Lick Creek in Smyth and Bland counties, in Bear Creek and Hungry Mother Creek above Hungry Mother Lake in Smyth County, and Laurel Creek in Tazewell and Bland counties. Be present at all times when the seine is being operated to catch minnows and chubs. Haul Seine Permit to Take Non-Game Fish For Sale (HSCU): The purpose of this permit is to authorize the taking for sale of non-game fish with haul seine nets (not to exceed five hundred [500] yards in length) in the City of Virginia Beach in the Back Bay and its natural tributaries (not including Lake Tecumseh and Red Wing Lake) and the North Landing River from the North Carolina line to Pungo Ferry (not including Blackwater River) from November 1 through March 31. Permittees must: Be present at all times when the seine is being operated. Record the number of pounds of fish taken by species or collected by location (name of body of water and county in which it is located), the pounds of each species sold and report such to VDGIF in an annual report by October 1st.

Haul Seine Permit to Take Fish for Personal Use (HSPU): The purpose of this permit is to authorize the taking for personal use (private table use) of non-game fish with haul seine nets (not to exceed sixty [60] feet in length) in the counties of Franklin, Henry, Patrick, Mecklenburg, Pittsylvania (except the Roanoke [Staunton] and Dan Rivers), Prince Edward, Charlotte (except the Roanoke [Staunton]River) Campbell (except the Roanoke [Staunton]River), Halifax (except the Roanoke [Staunton] and Dan Rivers), Amelia (except between Vaughn’s Pond and Meadsville Dam), Caroline, King George, in the City of Danville (except the Roanoke [Staunton]River), and in the Meherrin River in Lunenburg County from July 1 through September 30, except as otherwise prohibited in VDGIF owned or controlled lakes, ponds or streams, designated stocked trout waters and other designated stream sections in Franklin and Patrick counties. Permittees must: Be present at all times when the seine is being operated.

Import & Possess Certain Non-Native (Exotic) Wildlife in Virginia Permit (EXIH): The purpose of this permit is to authorize the importation and temporary possession of non-native exotic wildlife that is normally banned for importation and possession due to being of an undesirable and/or predatory nature. Note: The entire list can be found in 4 VAC Permittees must: Provide place of origin, name and address of the exporter and a certificate from a licensed and accredited practicing veterinarian, or certified fish pathologist, certifying that the animal to imported is not manifesting any signs of infectious, contagious, or communicable disease. Note: Animals acquired from an in-state source do not require a health certificate.

Import & Possess Tilapia & Clawed Frogs Permit (EXIT): The purpose of this permit is to authorize the importation and temporary possession of non-native exotic wildlife (Tilapia [Mozambique, Nile, Blue and Zanzibar] and African Clawed or Tongueless Frogs) that is normally banned for importation and possession due to being of an undesirable and/or predatory nature. Permittees must: Provide location of rearing facility, type of water supply, location of the nearest water body or stream, purpose of importation of animals, and number of animals to be imported. Ensure that facilities which are within the 100 year flood plain (referred to as Zone A on the National Flood Insurance Map) are enclosed within an earthen or concrete dike or levee (approved by VDGIF) raised to an elevation of at least one (1) foot above the 100 year flood elevation. Ensure that open pond culture is not utilized and that the Tilapia is only kept in closed aquaculture systems which must be covered or in a building. Ensure there is no continuous discharge of water. Report and accidental spillage or escapement of non-native (exotic) species from the facility to VDGIF within 24 hours. Ensure that non-natives or their hybrids (including eggs) are obtained only from Virginia permitted dealers or dealers properly permitted out of state and must be certified by the seller as to species shipped and being disease free. Note: Each purchase or acquisition of non-native species must be accompanied by a receipt or other written evidence indicating date of sale, source, species, quantity of the acquisition, and its destination. Note: Such receipt must be in the possession of the applicant and a copy sent to VDGIF.

Licensed Shooting Preserve Permit (SHTP): The purpose of this permit is to authorize the establishment of preserves where pen-raised birds may be released for the purposes of hunting them. Note: In order to propagate pen-raised birds at the preserve, a Propagation permit is required. Species allowed for hunting: Quail, Chukar, Pheasant, Hungarian Partridge, and Mallard Ducks (Tower Shoots only). Permittees must: Provide a map or sketch of the shooting preserve area indicating boundaries and the total acreage of the preserve. Note: Preserve must have a minimum of 100 acres of a single tract or contiguous tracts of land. Allow for an inspection by a CPO. Notify adjoining landowners of the proposed use and obtain approval from the governing body of the county, city or town that such activity is permitted under existing local ordinances. Note: This requirement does not apply to private shooting preserves or to any commercial preserves first permitted prior to July 1, 1994. Ensure that “Licensed Shooting Preserve” signs are placed along all boundaries at 50 yard increments. Ensure that any birds (individual birds or package of birds) are tagged or banded include the preserve permit number and serial numbers. Maintain a Hunter Register that includes hunter’s name (successful or not), hunter’s address, hunter’s hunting license number, dated hunted, and number, species and tag/band number for game taken. Complete and return annual report to VDGIF Permits Section by May 30th of each year that summarizes the total number of individuals hunting at the preserve, a total of each species released, and a total of each species taken.

Nonresident Harvester’s Permit to Take or Catch Fish in Back Bay & Its Tributaries (NRHV): The purpose of this permit is to authorize the taking of fish, by a non-resident of the Commonwealth of Virginia, in the back Bay of the City of Virginia Beach as well as its tributaries. The permit is good for one boat and is required in addition to other permits required for the fishing of Back Bay. Note: Other permits that may be required for fishing in Back Bay are: Gill Net Permit Haul Seine Permit Eel Pot Permit

Permit to Possess, Propagate, Buy & Sell Certain Wildlife in Virginia (Fish) (PRSL): The purpose of this permit is to authorize the possession, propagation, buying, and selling of certain live fish in the Commonwealth. The following fish are authorized under this permit: Trout (including all Salmonidae), Walleye, White Bass, Chain Pickerel, Muskellunge, Northern Pike, Catfish, Yellow Perch, *Tilapia (Mozambique, Nile, Blue, and Zanzibar Tilapia), Minnows, and Chub. Note: Possession and sale of goldfish does not require a permit. *Note: Must also obtain a Permit to Import Non-Native (Exotic) Wildlife for Tilapia. Permittees must: Stock game fish only in private ponds with the exception of trout which can be sold for any purpose. Sell rainbow trout only for bait for use in the James and New Rivers and in impoundments (ponds, lakes and reservoirs), except impoundments listed as designated trout waters, Lake Moomaw and Philpott Reservoir. If possessing rainbow trout for bait, have a valid invoice or bill of sale specifying date of purchase, the number of trout purchased, and name of individual or business permitted to sell trout. If wishing to operate a fishing pond, would require a Hold & Sell Permit from VDGIF. Not possess species listed as threatened or endangered. Maintain detailed records which shall include an account of sales by date, purchaser, species, and number of poundage sold. If artificially raising brown, brook or rainbow trout for sale shall keep a record of the number and species, the number raised or, if imported, from whom purchased. If propagating tilapia, submit an annual report. Not stock any species of fish into any inland waters of the Commonwealth without VDGIF written approval.

Permittees must: Not sell snakes exceeding the following maximum lengths without prior VDGIF authorization: Eastern Kingsnake: 16 inches Mole Kingsnake: 12 inches Corn Snake: 16 inches Scarlet Kingsnake: 16 inches For sales of reptiles and/or amphibians, retain a copy of a numbered bill of sale. For those engaged in the resale of reptiles and amphibians, retain all bills of sale for those animals and maintain and Hold & Sell Permit issued by VDGIF. Not sell any species of madtom (Noturus sp.) or any species of salamander with the exception of nonnative newts (Salamandridae).

Permit to Possess, Propagate, Buy & Sell Certain Wildlife in Virginia (Raptors) (RAPP): The purpose of this permit is to authorize the taking, possession, transporting, importing, propagating, bartering, buying, selling, or offering to sell/purchase/barter of certain live native raptors, raptor eggs, or raptor semen for propagation purposes in the Commonwealth. Note: The applicant must possess a current Federal Raptor Propagation Permit. Permittees must: Submit a copy of their USFWS Raptor Propagation Permit Annual Report to VDGIF by January 31st of each year. Not take native or naturalized raptors, raptor eggs or raptor semen from the wild unless authorized in writing from VDGIF. Mark all raptors taken or hatched with permanent non-reusable, numbered bands issued by the USFWS. Not purchase, sell or barter any raptors, raptor eggs, raptor semen, or raptors hatched from the wild. Not intentionally release any raptors into the wild without written authorization from VDGIF. Not possess any raptors listed as endangered or threatened for propagation purposes unless they are captive-bred and banded with a seamless numbered band or are pre-act (MBTA) birds identified with markers supplied by the USFWS. Not take any bird from the wild for propagation purposes that is banded with a standard Federal migratory bird band. Have their facilities inspected and approved by a VDGIF representative. Notify VDGIF permits Section within 30 days of any relocation of the facilities. Submit a Federal Form 3-186A to VDGIF within 5 days of any transfer. Obtain VDGIF authorization prior to acquisition of any additional species.

Permit to Possess, Propagate, Buy & Sell Certain Wildlife in Virginia (Sunfish) (SUNF): The purpose of this permit is to authorize the possession, propagation, buying, and selling of certain live fish in the Commonwealth. The following fish are authorized under this permit: Sunfish (including largemouth bass, smallmouth bass, spotted bass, rock bass, bluegill, and crappie). Note: The propagation and stocking of striped bass or hybrid striped base are not allowed under this permit; a separate permit must be obtained from the Virginia Marine Resources Commission. Permittees must: Stock game fish only in private ponds with the exception of trout which can be sold for any purpose. If wishing to operate a fishing pond, would require a Hold & Sell Permit from VDGIF. Not possess species listed as threatened or endangered. Maintain detailed records which shall include an account of sales by date, purchaser, species, and number of poundage sold. Not stock any species of fish into any inland waters of the Commonwealth without VDGIF written approval.

Permit to Possess, Propagate, Buy & Sell Certain Wildlife in Virginia (Wildlife) (PRSL): The purpose of this permit is to authorize the possession, propagation, buying, and selling of certain live wildlife (amphibians, reptiles, and hellgrammites) in the Commonwealth including Bull Frogs, Green Frogs, Southern Leopard Frogs, Green Tree Frogs, *Tongueless or Clawed Frogs, Eastern Kingsnake, Mole Kingsnake, Corn Snake, Scarlet Kingsnake, Crayfish, and Hellgrammites. *Note: Must also obtain a Permit to Import Non-Native (Exotic) Wildlife to import Tongueless or Clawed Frogs. Permittees must: Propagate and sell crayfish for human consumption only. Note: Hellgrammites may be propagated and sold for bait , aquarium use, human consumption, or for sale by individuals with a valid Hold & Sell Permit.

Raccoon Hound Field Trial Permit (CHDT): The purpose of this permit is to authorize the hunting of raccoons with dogs outside of the open raccoon hunting season or when a license exemption (non-resident) is desire for field trial participants. Note: permits are not required for drag competitions, water races, or treeing contests as no live animals may lawfully be sued for these types of events. Permittees must: Have a field trial headquarters located in the Commonwealth of Virginia. Have a club affiliation with a sanctioning field trial organization. Only have 10 field trial events per permit. Obtain the permission of landowner(s) on whose property the trials will be held. Not use live captive raccoons. Make field trial records available to VDGIF upon request. Ensure that each participant possesses a receipt or similar document that demonstrates that the individual has registered for the field trial in progress. The document must contain the name of the participant, the club name, and the date(s) of the field trial. Ensure that each judge (in the field) has an official score card containing the names of the participants in the cast, the field trial permit number assigned by VDGIF, and signed by the club secretary. Not hold field trials on VDGIF-owned Wildlife Management Areas. Have a Special Use Permit from the U.S. Forest Service if conducting trials on national forest lands.

Salvage Permit (SALV): The purpose of this permit is to authorize the taking and possession of deceased wildlife carcasses and/or parts. Permittees must: Submit a formal proposal/proposed study plan documenting their intention to collect live wildlife and then use that wildlife in conducting scientific studies/research. Note: These proposals are forwarded to VDGIF’s subject matter experts (biologists) for review and approval of each permit/study before the permit is issued. Only collect a maximum of 20 individuals per species for the life of the permit. Carry a copy of the permit while conducting salvage activities. Have a professional affiliation, be an exhibitor or a wildlife rehabilitator. Submit an annual report of all specimens salvaged by January 31 of each year. Not collect any species listed by USFWS or VDGIF as threatened or endangered unless accompanied by a Threatened & Endangered Permit. Possess a Federal migratory bird permit if salvaging migratory birds, nests or parts thereof. Not salvage any game species unless specifically authorized by the permit. Report any unusual deaths or diseases in fish or wildlife observed during the course of salvage activities. Obtain the permission of any landowner involved and any additional permits required by those landowners.

Scientific Collection Permit (SCSV): The purpose of this permit is to authorize the collection of live wildlife for scientific research/survey purposes. Permittees must: Submit a formal proposal/proposed study plan documenting their intention to collect live wildlife and then use that wildlife in conducting scientific studies/research. Note: These proposals are forwarded to VDGIF’s subject matter experts (biologists) for review and approval of each permit/study before the permit is issued. Carry a copy of the permit during all collection activities. Have a professional affiliation, be an exhibitor or a wildlife rehabilitator. Notify VDGIF within the seven (7) day period prior to their sampling. Submit an annual report of all specimens collected by January 31 of each year. Not collect any species currently listed by USFWS or VDGIF as threatened or endangered. If incidental death or injury of T&E occurs, notify VDGIF Permits Section within twenty-four (24) hours of occurrence. If incidental observation or collection and live release of T&E occurs, notify VDGIF Permits Section within four (4) working days. If incidental mortality or injury of specimens intended to be taken live occurs, notify VDGIF Permits Section within forty-eight (48) hours. Ensure that game birds, game mammals, and/or game fish that are protected by State and/or Federal laws are taken during authorized hunting and trapping seasons. Ensure that all traps are marked with the name and address of the trapper and identification number issued by VDGIF and that all traps are checked at least once a day and that landowners provide their approval. Ensure that all incidences of wildlife death or diseases are reported within four (4) working days to VDGIF.

Special Use Authorization (SPUS): The purpose of this permit is to authorize the use of VDGIF owned public boat landings/ ramps and/or Wildlife Management Areas (WMAs) for special events. Permittees must: Represent a group of twelve (12) or more and possess an Access Permit as well (with the exception of boat ramps as Access Permits do not apply to boat ramps). Maintain the improvements and premises to standards of repair, orderliness, neatness, sanitation, and safety acceptable to the local Conservation Police Officer and Regional Lands and Facilities Supervisor. Ensure compliance with the regulations of VDGIF, State, County, and Municipal laws, ordinances and/or regulations. Ensure that vending or other operations of any kind or nature in connection with the event shall not be conducted within 100 yards of any facilities or structures without VDGIF written consent. Ensure that diligence is exercised in protecting from damage, the land and property of the Commonwealth. Agree to indemnify, defend, and hold harmless the Commonwealth of Virginia and VDGIF from all risks or claims for damage of every kind, whether relating to property or person. Agree to allow the sporting public normal use of the facilities while the event is in progress.

Striped Bass Fishing Tournament Permit (SBFT): The purpose of this permit is to authorize the conduct of a striped bass fishing tournament. Note: This permit is issued by the Fisheries Division. Permittees must: Exercise a due regard for the distribution, local abundance, economic value, breeding habits, and natural growth potential of striped bass in the affected public water.

Taxidermy Permit (TAXD & TXD2): The purpose of this permit is to authorize the stuffing or mounting of birds and/or animals for compensation of for sale. Permittees must: Keep a record of all transactions that include the species to be mounted or tanned, the date of receipt, the name, address, and telephone number of the person for whom the work is being performed, the name of the person who killed the specimen, the hunting license number or the Virginia driving license number of the hunter, the county where the specimen was taken, or, if taken out-of-state, the state in which it was taken, and the date the completed work was returned to the customer. Ensure that a tag bearing the designation of the species, the name and address of the customer and the date the specimen was killed is affixed to the specimen. Ensure that any completed works legally belonging to them that are displayed have a visible tag indicating their ownership of the compeletd taxidermy mount.

Threatened & Endangered Permit (TEND): The purpose of this permit is to authorize the possession, during the collection, of wildlife deemed to be threatened and/or endangered by VDGIF or by the U.S. Fish & Wildlife Service. Permittees must: Carry a copy of the permit during collection activities. Have a professional affiliation, be an exhibitor or a wildlife rehabilitator. Notify VDGIF Permits Section within the seven (7) day period to each sampling event. Submit an annual report to VDGIF Permits Section of all specimens collected by January 31st of each year. If incidental death or injury of T&E occurs, notify VDGIF Permits Section within twenty-four (24) hours of occurrence. If incidental collection and live release of T&E occurs, notify VDGIF Permits Section within four (4) working days. Ensure that all traps are marked with the name and address of the trapper and identification number issued by VDGIF and that all traps are checked at least once a day and that landowners provide their approval. Ensure that all incidences of wildlife death or diseases are reported within four (4) working days to VDGIF. Ensure that all sampling gear, boats, or trailers which have been previously used in states harboring zebra mussels must be cleaned and prepared following the guidelines specified by VDGIF prior to use in the waters of the Commonwealth.

Wildlife Rehabilitator Permit (RHAB): The purpose of this permit is to authorize the possession for and the rehabilitation of live native wildlife. Permittees must: Choose an appropriate Category of rehabilitation permit for which to apply. If a Category I (Apprentice), provide a signed statement from a Category II or Category IIIB that they are willing to act as a sponsor for the apprentice. Provide at least 6 hours of continuing education credit. If a Category II or Category III, provide a signed statement from a licensed veterinarian that they have a working relationship with and are willing to provide professional assistance to the applicant. If rehabilitating highest-risk rabies vector species (RVS) wildlife, provide documented proof that they have received a pre-exposure inoculation for rabies and that their titers are current. If rehabilitating migratory birds, provide a copy of their USFWS Rehabilitation Permit. If rehabilitating bald or golden eagles, provide a copy of their USFWS Rehabilitation Permit with Special Exception for Eagles. If sponsoring any apprentices, provide a list of all Category I permittees for whom they are the qualified sponsor. If a Category IIIA, provide a list or all volunteers, students and/or staff who are considered sub-permittees under the Cat IIIA permit. If a Category IIIB or Category II, provide a list of all Category IV permittees who work at the applicant’s facility. Submit an annual report to the VDGIF Permits Section by January 31st of each year.
